1. Secretary Shelby Gilliam called meeting to order at 4:35 pm.

b. Review Paris Downtown Goal Planning Document 2022-2023

1. Reeves Hayter called the Building and Standards Commission Meeting to order at
3:02 P.M.
Roll was called.

2. Approval of minutes from previous meeting. (February 21, 2022).
Motion made by Kim Walker and seconded by Pat Conrad to approve the minutes.
Motion carried unanimously. 7-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings
and Structures"; Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other
Objectionable, Unsightly, or Unsanitary Matter on Private Premises"; Chapter 8,
Article 8.10 entitled "Outdoor Storage"; Code of Ordinances of the City of Paris,
Paris, TX:

Robert Talley has have several conversations with the owner and buyers of this
property. There were 4 neighbors in the meeting to see what was done about this
property.
Robert Talley stated this was a fire and cleanup had started on this property then
just stopped. The structure is on the ground and there's one full dumpster on the
property. Once BSC orders are completed Sanitation Solutions will be called to
remove the dumpster.
BSC Commission asked that a status report on this property to be included in the
April meeting.
Robert Talley's recommendation: Removal of junk and rubbish materials in 30
days, and if not the city has right to do so.

recommendation. Motion carried unanimously. 7-0

The Paris Police Department and Paris Fire Department have both turned this
property into code enforcement. There is a squatter who was staying in this
structure that is notorious for starting fires.
No contact with owner.
Robert Talley stated the structure is unsecure, windows are broken, holes in roof,
shed in back collapsing, leaking and the squatter is cutting new doors in walls.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Motion made by Adam Bolton, seconded by Carlton Cooper, to follow staff
recommendation. Motion carried unanimously. 7-0

Robert Talley stated the structure is unsecure, doors open, roof sagging, holes in
roof, roofing material peeling, the inside was full of junk and rubbish, floor board
is deteriorating, ceiling is falling, underpinning is bowing, foundation damage and
the structure is sinking. Robert Talley said the utilities will be capped at the street
once the 30 day is up.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

Robert Talley stated the porch is falling apart, holes in roof, sinking, leaking, and
unsecure, floor rotting and missing roof covering.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

Robert Talley stated this structure is a total burn out, the building official turned it
in.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

Robert Talley stated this is the barn only. It has holes in the roof and is full of junk
and rubbish.
Discussion on repair of roof and whole structure. This would be determined when
the owner pulls the permits by the building official.
BSC Commission asked that a status report on this property to be included in the
April meeting.

Robert Talley stated he needs to pull this from the agenda. The owner came in
and pulled permits for repair.
Code Enforcement Report
Robert Talley gave everyone a spread sheet with all the properties on the demolition list.
A new trackhoe has been bought so the abatement crew can start knocking houses down
faster once they are on the demolition list.
333 Bonham — update owner has not responded. Brad Archer that owns the property behind
it is trying to purchase it. Brad Archer has asked for more time to try to work this sell
out. He wants to screen the entire front and save as much as he can.
The commission asked Stephanie Harris (City of Paris, City Attorney) is they can make a
property owner remove a slab. Stephanie said she would have to research it.
Community Theater — Robert Talley talked to Sara Kaminar from the Moore Law Firm
and they are in contact with a brick mason to get the repair done on the building.
