Notice is hereby given that the City Council of the City of Paris shall meet in special session
at 5:30 p.m. on Tuesday, May 10, 2022. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at https://paristexas.gov/piiblic. The matters to be
discussed and acted upon are as follows:
1. Call meeting to order.
2. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
3. Discuss and act on a Resolution Acknowledging the Result of Prior Council Action
Declaring the Candidates as Elected to Office for Council Districts 1, 2, 3 & 6, as a result
of having been Unopposed for Election to Office; Declaring the Terms of Office; Making
Other Findings and Provisions related to the subject; and providing an effective date.
4. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council
Members; and Administer Oath of Office to newly elected Council Members.
5. Election by City Council of Mayor and Mayor Pro -Tem to serve the City of Paris for the
next year.
6. Adjournment.

SUBJECT: RESOLUTION ACKNOWLEDGING RESULTS OF PRIOR COUNCIL
ACTION FOR COUNCIL DISTRICTS 1, 2,3 & 6

BACKGROUND: On January 24, 2022, by Resolution Number 2022-005, City Council ordered
the Regular Municipal Election for the purpose of voters to elect Council Members from
Districts 1, 2, 3 & 6.
STATUS OF ISSUE: Subsequently, the City Clerk issued a Certificate of Unopposed Candidates
for Districts 1, 2, 3 & 6. On March 14, 2022, by Ordinance Number 2022-011, City Council
declared Council Member Shatara Moore, District 1; Reginald Hughes, District 2; Gary Savage,
District 3; and Clayton Pilgrim, District 6 elected to office.
BUDGET: N/A
RECOMMENDATION: Approve a Resolution declaring Shatara Moore elected to serve as City
Council Member for District 1; declaring Reginald Hughes elected to serve as City Council
Member for District 2; declaring Gary Savage elected to serve as City Council Member for
District 3; and declaring Clayton Pilgrim elected to serve as City Council Member for District 6.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
ACKNOWLEDGING THE RESULTS OF PRIOR COUNCIL ACTION AND
DECLARING CANDIDATES FOR COUNCIL DISTRICTS 1, 2, 3, AND 6
ELECTED TO OFFICE AS A RESULT OF HAVING BEEN UNOPPOSED FOR
ELECTION TO OFFICE; DECLARING THE TERMS OF OFFICE FOR THE
AFORESAID CANDIDATES; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris, Texas, did heretofore, on the 24th
day of January; 2022 by Resolution No. 2022-005, order the regular municipal election for
the City of Paris to be held on the 7th day of May, 2022 by the qualified voters in Districts 1,
2, 3, and 6 of the City of Paris for the purpose of electing City Council Members from said
Districts; and,
WHEREAS, the City Clerk, being the authority responsible for having the official
ballot prepared, has previously certified in writing that the candidates for election as City
Council Members for Districts 1, 2, 3, and 6 were unopposed for election to office with no
write-in candidates being declared; and,
WHEREAS, on March 14, 2022, after the City Clerk issued a certificate of unopposed
candidates for Districts 1, 2, 3, and 6 by ordinance number 2022-011, City Council declared
City Council Members for Districts 1, 2, 3, and 6, elected to office; and,
WHEREAS, the City Council hereby approves the resolution declaring Shatara
Moore to serve as City Council Member for District 1, Reginald Hughes to serve as City
Council Member for District 2, Gary Savage to serve as City Council Member for District 3,
and Clayton Pilgrim to serve as City Council Member for District 6.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That in Council Districts 1, 2, 3, and 6, the candidates were
unopposed for election to office with no write-in candidates being declared.
Section 3. That in accordance with Ordinance No. 2022-011, which is in compliance
with state law, and the certification of the City Clerk, the City Council declared elected to
office Shatara Moore to serve as City Council Member for District 1, Reginald Hughes to
serve as City Council Member for District 2, Gary Savage to serve as City Council Member
for District 3, and Clayton Pilgrim to serve as City Council Member for District 6, in
accordance with state law for two (2) year terms to begin immediately following the

adoption of this resolution and the administration of their oaths of office.
Section 4. That the aforesaid action acknowledging results of prior City Council
action and declaring candidates for council districts 1, 2, 3, and 6, to office shall be and is
hereby conditioned upon the aforesaid candidates otherwise complying with all the
requirements of state law and the City Charter and following the administration of any and
all necessary oaths and other requirements as shall be specified by City Charter or State
law..
Section 5. That this resolution shall be effective from and after its date of passage.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Paris in a
special session convened pursuant to the directions of the Election Code of the State of
Texas and the Open Meetings Act of the State of Texas, this 10th day of May, 2022.

SUBJECT: CERTIFICATE OF ELECTION, STATEMENT OF ELECTED OFFICER
AND OATH OF OFFICE

BACKGROUND: On March 1, 2022, the City Clerk issued a certificate of unopposed
candidates for Districts 1, 2, 3, & 6. On March 8, 2021 by Ordinance Number 2022-011, City
Council declared Council Member Shatara Moore to elected to District l; Council Member
Reginald Hughes elected to District 2; Council Member Gary Savage elected to District 3; and
Council Member Clayton Pilgrim elected to District 7.
STATUS OF ISSUE: Pursuant to State Law, a certificate of election shall be issued to each
candidate who is elected to office; each elected officer shall execute a statement of elected
officer; and each elected officer shall take the oath of office prior to taking office.
BUDGET: N/A
RECOMMENDATION: An oath of office will be administered to each elected officer.

SUBJECT: ELECTION OF MAYOR AND MAYOR PRO -TEM

BACKGROUND: Following the acknowledgement of the result of prior Council action
declaring Candidates for Council Districts 1, 2, 3 & 6 elected to office and administering of
Oaths, the City Council will be seated for the upcoming year.
STATUS OF ISSUE: Section 16 of the City Charter requires that the newly comprised City
Council shall elect from among its members a Mayor and Mayor Pro -Tem.
BUDGET: N/A
RECOMMENDATION: Elect a Mayor and a Mayor Pro -Tem to serve for one year.
