Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 9, 2022. The meeting will be held at the City Council Chamber,
107 E. Kaufinan Street, in Paris, Texas. Due to the CoVID outbreak, facemasks are
encouraged for those in attendance of the meeting in the City Council Chamber. Due to the
pandemic concerns, one or all Council Members may be attending remotely, but the feed will
be available for live viewing at https://paristexas.gov/public. The matters to be discussed and
acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Presentation of Mayor's Yard of the Month Awards
B. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City, Council Members, or employees, as well as individual
personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from
the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of April 25, 2022.
6. Receive reports and/or minutes from the following boards and commissions:
a. Historic Preservation Commission (3-9-2022)
b. Love Civic Center (2-10-2022)
c. Paris Economic Development Corporation (3-21-2022)
d. Paris Public Library Advisory Board (3-16-2022)
e. Planning & Zoning Commission (4-4-2022)
f. Paris Visitors & Convention Council Board of Directors (3-21-2022)
g. Love Civic Center Quarterly Reports
h. VC&C Quarterly Reports
7. Receipt of the 2021 Annual Comprehensive Financial Report.
8. Approve and award the lowest responsible bids for ground maintenance of various city
parks, medians and city lots.
9. Approve a Resolution awarding a bid in the amount of $265,372.50 and authorizing an
agreement with Richard Drake Construction, the lowest responsible bidder, for the annual
curb/gutter driveway approaches and reinforced concrete sidewalks.
Regular Agenda
10. Receive presentation from North Star regarding the branding and marketing project.
11. Discuss and act on a Resolution approving an Economic Development and Residential Tax
Abatement Agreement with Ronny Enns d/b/a Enns Ventures, LLC, pursuant to the City's
5 in 5 Housing Infill Development Program.
12. Discuss and act on a Resolution approving a Residential Tax Abatement Agreement with
We're Going to Paris, LLC.
13. Receive an update on the City's 5 in 5 Housing Infill Development Program.
14. Receive quarterly update as to the status of the Vacant Building Registration.
15. Discuss and act on an Ordinance amending the Code of Ordinances Chapter 4, Article 4.02,
"Construction Codes and Standards," Article 4.03 Section 4.03.004, "Building and
Standards Commission Established; proceedings; civil penalties, "Article 4.04,
"Residential Rental Property Maintenance;" Article 4.05, "Vacant Buildings;" and
Amending Appendix A, "Fee Schedule."
16. Discuss and act on a Resolution repealing prior Policies and Procedures for Boards and
Commissions, and adopting new Policies and Procedures for Boards and Commissions.
17. Discuss and possibly act on procedures for conducting annual evaluations of the city
manager, city attorney, and municipal judge.
18. Convene into executive session pursuant to Section 551.087 of the Texas Government
Code, (1) to discuss or deliberate regarding commercial or financial information that the
governmental body has received from a business prospect that the governmental body
seeks to have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development negotiations; or
(2) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows: Project Athens.
19. Reconvene into open session and possible take action on those matters discussed in
executive session.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
