May 10, 2022
The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday,
May 10, 2022, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: Paula Portugal
Mayor Pro -Tem: Reginald Hughes
Council Members: Shatara Moore, Gary Savage, Mihir Pankaj, Linda
Knox, and Clayton Pilgrim
City Staff: Grayson Path, City Manager; Robert Vine,
Assistant City Manager; Janice Ellis, City Clerk;
and Gene Anderson
Absent: Council Members: Linda Knox
1. Call meeting to order.
Mayor Portugal called the meeting to order at 5:30 p.m.
2. Citizen's forum.
No one spoke during citizen's forum.
3. Discuss and act on RESOLUTION NO. 2022-034: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, ACKNOWLEDGING THE RESULTS
OF PRIOR COUNCIL ACTION AND DECLARING CANDIDATES FOR COUNCIL
DISTRICTS 1, 2, 3 & 6 ELECTED TO OFFICE AS A RESULT OF HAVING BEEN
UNOPPOSED FOR ELECTION TO OFFICE; DECLARING THE TERMS OF OFFICE
FOR THE AFORESAID CANDIDATES; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE
DATE.
City Clerk Janice Ellis said the City Council ordered an election on January 24, 2022 for
the purpose of electing council members from Districts 1, 2, 3 & 6. She reported that Shatara
Moore, Reginald B. Hughes, Gary Savage and Clayton Pilgrim ran unopposed, and the election
was cancelled by ordinance. Ms. Ellis said the resolution before them was confirming prior City
Council action and declaring the unopposed candidates elected to serve in their respective
districts.
A Motion to approve this item was made by Council Member Pankaj and seconded by
Council Member Savage. Motion carried, 6 ayes — 0 nays.

4. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council
Members; and Administer Oath of Office to newly elected Council Members.
Ms. Ellis administered the Oath of Office to newly elected Council Members Shatara
Moore, Reginald B. Hughes, Gary Savage and Clayton Pilgrim.
5. Election by City Council of Mayor and Mayor Pro -Tem to serve the City of Paris for the
next year.
Mayor Portugal reviewed procedures with City Council, and opened the floor for
nominations for Mayor. Council Member Pankaj nominated Paula Portugal and Mayor Pro -Tem
Hughes seconded the nomination. Mayor Portugal asked if there were other nominations and
there being none, she closed the floor for nominations. Mayor Portugal called for a vote on the
nomination of Paula Portugal, 6 ayes — 0 nays.
Mayor Portugal opened the floor for nominations for Mayor Pro -Tem. Council Member
Savage nominated Reginald B. Hughes for Mayor Pro -Tem and Council Member Pankaj
seconded the nomination. Mayor Portugal asked if there were other nominations and there being
none, she closed the floor for nominations. Mayor Portugal called for a vote on the nomination
of Reginald B. Hughes, 6 ayes — 0 nays.
6. Adj ournment.
A Motion to adjourn was made by Council Member Savage and seconded by Council
Member Pankaj. Motion carried, 6 ayes — 0 nays. Mayor Portugal adjourned the meeting at 5:38
p.m.
