BACKGROUND:
Tim DeGhelder, Library Director, announced his resignation effective June 3, 2022. It is now the
City Manager's, working with the Assistant City Manager, task to fill the position, but in order to
maintain operations; they have identified an individual qualified and capable to serve as Interim
Library Director.
Pursuant to the City of Paris Charter, Section 23, "the appointment of department heads shall be
subject to the approval of the council." While the City Manager is not at this time appointing a
permanent department head, he believes it appropriate to keep the City Council informed regarding
his selections for Interim Department Heads and request your approval of them.

The City Manager and Assistant City Manager wish to appoint Ron Hervey, Library Supervisor,
to serve as Interim Library Director while we search to fill the position permanently. Mr. Hervey
has over 22 years of experience with the City and has previously served as Interim Library
Director. The City Manager and Assistant City Manager hereby requests that the City Council vote
to confirm Ron Hervey as the Interim Library Director.
The City Manager and Assistant City Manager plans to advertise for the Library Director position
and it is expected that Mr. Hervey will fill the role as Interim for no less than 3 months.
BUDGET:
An appropriate pay adjustment will be given to Mr. Hervey to compensate for the added duties
and responsibilities. That amount will be determined by methods used to determine previous
Interim role adjustments and will be available upon request.
OPTIONS:
1. Confirm Ron Hervey as Interim Library Director.
2. Reject Ron Hervey as Interim Library Director and advise the City Manager.
RECOMMENDATION:
1. Confirm Ron Hervey as Interim Library Director.
