RESOLUTION NO. 85-091
WHEREAS, the public convenience, safety and necessity
of the City of Paris, Paris, Texas, and the people of the
City of Paris, require that State Highway routes within the
City be adequately and safely maintained; and,
WHEREAS, automobile accidents at the intersection of
Loop 286 N.E.jU. S. Highway 82jU. S. Highway 271 with Pine
Mill Road were heretofore brought to the attention of and
discussed by the City Council of the City of Paris; and,
WHEREAS, the City Council of the City of Paris did, on
the 14th day of May, 1984, authorize the acceptance of the
State Department of Highways and Public Transportation's
alternate recommendation of signalization of said inter-
section in lieu of grade separation since grade separation
funding would not be available for as much as 10 to 15 years
with grade separation being pursued; and,
WHEREAS, such signalization having heretofore been
authorized, it is fitting and proper that advance warning
signals, both north and south of said intersection, be
approved giving warning to the approaching traffic of the
signalized intersection and it would be appropriate for the
City of Paris to execute the Traffic Signal Agreement Type
E-1A, attached hereto as Exhibit A; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That Jeff Hoog, Mayor Pro Tern of the City of Paris,
be, and he is hereby authorized to execute on behalf of the
City of Paris the contract with the State Department of
Highways and Public Transportation, providing for
maintenance of the advance warning signalization of the
intersection of Loop 286 N.E.jU. S. Highway 82jU. S. Highway
271 with Pine Mill Road upon the terms and conditions and in
the form shown in Exhibit A attached hereto.

NOW, THEREFORE, in consideration of the premises and of the mutual covenants
'and.agreements of.the parties hereto to be by them respectively kept and
performed, as hereinafter set forth, it is agreed as follows:
1. The State will furnish the necessary funds for the actual construction,
prepare plans and specifications, install said highway traffic signal(s), and
supervise construction.
2. The City hereby consents to the construction of the highway traffic
signal(s) shown on EXHIBIT 1 by the approval of the location and manner of
construction as shown on the plans and described in the specifications.
3. The City will operate and maintain the highway traffic signal(s) at
City's expense upon completion of the installation(s) by the State.
4. The City will pay all power costs for operating the signal(s).
