06/08/2022 MinutesHISTORIC PRESERVATION COMMISSION MINUTES 107 E KAUFMAN ST PARIS, TEXAS 75460 WEDNESDAY, June 8, 2022 Present Absent: Chris Dux, Chair Ryan Matthews Laura Caffey, Vice Chair Linda Vandiver, Secretary Guests: Glee Emmite Karol Lyn Moore Jennifer Long Suzanna Coyle Matt Coyle Jessica Holtman- Alternate Cheri Bedford, HPO Linda Knox, Council Liaison Chairman Dux called the meeting to order at 4:00 p.m. The minutes of the May 11, 2022 were approved by acclamation. Ms. Karol Lyn Moore presented her request for reimbursement for the work completed on 131- 135 Lamar. Ms. Moore project included removal of all pressed metal pieces covering over her transom windows on her property and painting the canopy and repairing what was needed. This work was complete. She explained the further they got into the project, there were some windows that were missing or so badly damaged they would need an appropriate replacement. At this point they were covered back up as a temporary measure and the metal was painted black until she could determine the next steps for replacement. The majority of the original windows were replaced with a 1 over 1 configuration so that most likely will be what she will investigate. A motion to approve a $2500 Fagade Grant for the uncovering of the transom windows and the painting of trim was made by Commissioner Coyle, seconded by Commissioner Emmite, motion carried. The commission reviewed photos of the new home built by Randy Hider located at 120 Long Ave, in the HD -2 Church Street Historic District. A motion was made by Commissioner Long approve the Verification of Construction for the New Historically compatible construction of a single family house on 120 Long Ave, verifying the structure was built according to the Certificate of Appropriateness. Motion was seconded by Commissioner Coyle, motion carried. A motion was made by Commissioner Vandiver to approve the $1000 grant for the historically compatible new home construction on the property located at 120 Long ave. Motion was seconded by Commissioner Long, motion carried. The Certificate of Appropriateness: 44 E. Long Ave was tabled for further information. A motion was made to recuse Commissioner Coyle by Chairman Dux, seconded by Commissioner Vandiver. Motion carried. Ms. Suzanna Coyle, daughter of Mrs. Sandra Ables, presented the Certificate of Appropriateness for the property located at 7 S. Plaza, the Solomon building. Ms. Coyle has changed from the original design submitted in the March 2022 Historic Preservation Commission meeting and is pursuing Phase -1 design discussed with the Texas Main Street Design staff. Ms. Coyle has reviewed all the suggested recommendations given in the report, which included three different suggestions. They want to pursue Phase I with a flat front fagade, built out as a flat storefront approximately I ft from the front of the brick columns face. The property owner is requesting a fiberglass fagade with a smooth finish, which is an acceptable alternative. The replacement will have a 2 ft footer from the bottom made of fiberglass panels. There will be double doors, and narrow window lines holding display glass. At this time she intends to re -install the existing canvas awning back to the front of the property, however this is subject to change based on what existing conditions are found during the demo phase. There are existing canopy tie rod hooks that give evidence of the existence of a canopy, however the property owner will need to see what historic material exist and make a decision. Commissioner Caffey made a motion to approve the Certificate of Appropriateness as detailed in the design rendering from the Texas Main Street rendering Phase 1, with the exception of the use of fiberglass instead of wood. Commissioner Emmite seconded, motion carried. Mrs Ables applied for a $2500 50150 matching fagade grant for the improvements. Commissioner Caffey made the motion to approve the./a(ade grant for the improvements as approved in the Certificate of Appropriateness at the property located at 7 S. Plaza in the amount of $2500. Motion seconded by Commissioner Long, motion carried. Mrs Ables applied for a Tax Exemption for the Rehabilitation of Historic Properties. Commissioner Long made the motion to approve the tax exemption application far rehabilitation of'a historic property in need of repair located at 7 S. Plaza. Motion was seconded by Commissioner Emmite, Motion carried. A motion was made to return Commissioner Coyle back to the commission by Commissioner Emmite, seconded by Commissioner Vandiver, motion carried. Cheri Bedford gave update to the commission on the Certificates of appropriateness approved in house. • "What's your Why" • Texas Downtown Associations Presidents award nomination for Best Renovation for Chris Dux Property at 134 I't SW • Board and Commissions nominations coming 2nd City Council meeting in June • Ryan Ocarroll'-new intern project is to work on the designation of the Pine Bluff Fitzhugh Historic District. • Vacant Property Registration and rental licensing • Forum: July 14-17 • House located at 705 3rd SE planning and Zoning on Monday June 6. Passed and will go to City Council on June 27 • Downtown Stop sign study • Concert series- been working with the Chamber to have the concert series in downtown. • Working with Grantwork for a Texas Capital Fund Grant for I't SE Shared Street Concept • Geisel grant turned in on June I for landscape plan for the plaza.
