00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, July 25, 2022. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the CoVID outbreak, jacemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Receive reports and/or minutes from the following boards and commissions: a. Paris Visitors & Convention Council Board of Directors Meeting (5-16-2022) b. Receive June drainage report. 9. Receive demolition and code enforcement activity reports. 10. Approve a Resolution approving the submission of an application for an extension of a Motor Vehicle Crime Prevention Authority (MVCPA) Grant for continuation of the Northeast Texas Auto Theft Task Force; approving a cash match from the City of Paris in connection with said grant extension; and authorizing the execution of any and all documents necessary for acceptance and implementation of said grant upon notice. 11. Approve a Resolution requesting the Surplus of Police Department Canine, Cupa, and his transfer to Officer -Handler Jeff Padier in accordance with Texas Government Code 61.4.212 — 216. 12. Accept the approved PEDC budget for FY 2022-2023. 13. Accept the approved PEDC Plan of Work for 2022-2023. 14. Approve the Final Plat of the Lone Star Addition, Lot 1, Block A, located at 1421 N.E. 19th Street (LCAD 18634, 18645, 102228). 15. Approve the Final Plat of the Red River Business Park Addition, Lots 1-5, Block A, located in the 5500 Block of Bonham Street (LCAD 110758 and 21053). 16. Discuss, conduct a public hearing and act on an Ordinance considering the petition of Harold Davis on behalf of Carl Harcrow for a Specific Use Permit (SUP) in the Central Area District (CA) for a Tattoo Parlor, in the City of Paris, Block 121, Lot 2, located at 340 Bonham Street (LOAD 16016). 24. Discuss and act on an Ordinance issuing a license to Carlos and Amanda Donaho, Texas Trinity, LLC d/b/a Trinity Black Car Service, to operate a vehicle for hire business on the public streets of the City of Paris, Texas; finding a public necessity and convenience for issuance of said license. 25. Discuss and act on a Resolution approving Connie Lawman as the Library Director as recommended by the City Manager in conformance with Section 23 of the City Charter. 26. Discuss and act on a Resolution amending the 5 in 5 Housing Infill Development Program Guidelines and Criteria to make properties immediately adjacent to the Program Area eligible for the Program. 27. Discuss and act on a Resolution approving an Economic Development Residential Tax Abatement Agreement with Michael Davidson, Distinguished Property & Investments, LLC, pursuant to the City's 5 in 5 Housing Infill Development Program. 28. Discuss and award the water & wastewater treatment chemical bids to be used in FY 2022/2023. 29. Receive an update on the Water and Wastewater Treatment Plant Project. 30. Discuss and take any necessary action regarding the Non -Profit Organization Policy in preparation for receiving and reviewing applications at a future meeting. 31. Discuss regulations and enforcement for swimming pools located in the City; and provide direction to Staff. 32. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 33. Adjournment.
