00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, August 8, 2022. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at 11 js:// aristexas. µov/public. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. A. Recognition of Mazie Smith's accomplishment in the 1,000 Books Before Kindergarten Program with the Paris Public Library. B. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of July 25, 2022. 6. Receive reports and/or minutes from the following boards and commissions: a. Love Civic Center Quarterly Reports b. VC&C Quarterly Reports c. Paris Public Library Advisory Board (6-15-2022) d. Planning & Zoning Commission (6-5-2022 & 7-5-2022) 7. Receive the 2022 tax appraisal roll from the Lamar County Appraisal District. 8. Approve a Resolution authorizing assignment of the Airport Ground Lease Agreement for Hangar A-7 from Collin Hadley to Justin and Sara Withers, subject to submission of required insurance and annual lease payment of $400.00. 9. Award the low bid for hydrated lime chemical to be used in Water Treatment FY 2022/2023. 10. Approve a Resolution of the City Council of the City of Paris, Texas, approving a Negotiated Settlement Between the Atmos Cities Steering Committee ("ACSC") and Atmos Energy Corp., Mid -Tex Division regarding the Company's 2022 Rate Review Mechanism Filing; Declaring Existing Rates to be Unreasonable; adopting Tariffs that reflect Rate Adjustments consistent with the Negotiated Settlement; finding the Rates to be set by the attached Settlement Tariffs to be just and reasonable and in the public interest; approving an attachment establishing a Benchmark for Pensions and Retiree Medical Benefits; requiring the Company to reimburse ACSC's reasonable ratemaking expenses; determining that this Resolution was passed in accordance with the requirements of the Texas Open Meetings Act; adopting a Savings Clause; declaring an effective date; and requiring delivery of this Resolution to the Company and the ACSC's legal counsel. Regular Agenda 11. Discuss, consider, and act on a Resolution approving an Agreement regarding Freeze of the Fire Pension Fund and authorizing the Mayor to execute same on behalf of the City; making other findings and provisions related to the subject; and providing an effective date. 12. Discuss, consider, and act on a Resolution approving an Agreement with the Paris Firefighters' Relief and Retirement Fund pertaining to the City of Paris, Texas, General Obligation Pension Bonds, Taxable Series 2022; and providing an effective date. 13. Consider all matters incident and related to the issuance and sale of "City of Paris, Texas, General Obligation Pension Bonds, Taxable Series 2022", including the adoption of an ordinance authorizing the issuance of such bonds and approving all other matters incident thereto. 14. Receive an update of the Paris Economic Development Corporation's Plan of Work. 15. Discuss and act on an Ordinance ordering a City -Wide Special Election for the City of Paris, to be held on November 8, 2022, to consider propositions calling for amendments to the City Charter. 16. Discuss and act on a Resolution approving a contract with the County Elections Administrator for the Special Charter Election for November 8, 2022. 17. Discuss and act on a Resolution appointing members to the Board of Adjustment. 18. Discuss and appoint one member to the Airport Advisory Board. 19. Receive presentation from the City Manager, discuss and provide direction on the FY 2022-2023 Budget for the City of Paris 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 21. Adjournment.
