1. Meeting opened by Chairman, Greg Kee 4:00 p.m.
2. Welcome New Members: Chad Lindsey and Tracy Dougherty
3. Citizen's Forum: no one presented during citizen's forum.
4. Glee Emmite nominated Tracy Dougherty for Board Secretary, seconded by William Walker, motion
carried.
5. Correction to May minutes: Mihir Pankaj, Council Liaison, correction on spelling of his first name.
Motion made by Greg Kee to approve the meeting minutes of May 2022, seconded by Glee Emmite,
motion carries. June 2022 meeting did not have a quorum.
6. Building Improvement Grant — Cheri Bedford reminded board the Grant is funded by the Texas Wine
Fest. The 2022 Fest raised $12,000. Funds are granted quarterly. Maximum grant is $5,000, minimum is
$1,000.
Karol Lyn Moore, 131 Lamar Ave, property owner. Grant Request: $4,891.00. Reminded board that the
color was approved in spring. The grant request is to move 3 A/C units to rear of building and replace
wooden windows. Photos presented. Ms. Moore answered Board Members questions.
Chad Lindsey asked if this is the only request, Cheri Bedford responded yes.
Chad Lindsey made a motion to approve the 131 Lamar Ave Building Improvement Grant, seconded by
Glee Emmite, motion carried.
7. Board Member Activity Reports:
A. Greg Kee: Downtown Business Guide almost complete. Dead Cat Media currently editing.
Chad Lindsey requested a copy.
B. Glee Emmite: the Downtown Map is finished. Mihir Pankaj recommended placing a map in all
hotels. Lamar Chamber of Commerce voted to donate funds to Paris Lighting Project.
C. PDA: Glee Emmite — New VP, Tracy Dougherty. PDA made a contribution to the Downtown
Concert Series. PDA is working with the Paris Lighting Project.
D. HPC Liaison: Glee Emmite — approved a reimbursement for a facade grant for Ms. Moore.
Approved a facade grant for Randy Hider. Heard a proposal for a storefront replacement at 7
south Plaza.
8. Coordinators Report : Cheri Bedford
A. Reminder Tour de Paris Event is this weekend.
B. Building Improvement Grant: application available at ParisTexas.gov. Grant created in 2013.
$110,000 has been granted. Average grant, $5,000. Submission is quarterly. The improvement
must be to the physical structure of the building. Appraisal District map is used to
identify property footprint. Roof repair is currently funded. In some cases, the grant has
funded repairs on the same roof more than once. Cheri Bedford will provide board with list of
past grant recipients.
C. Transforming Strategies: It's time to start filling in the template. Document will assist with
Main Street Report to the State. An Intern from the University of Texas Arlington, Ryan
O'Carrol is doing research to find out what is required to be an Arts and Cultural District.
Today a group of VBS children to plant flowers downtown. Geisel Grant, $10,000, from the
University of Texas Arlington, to fund a class project to review and make suggestions to
Landscape The Plaza.
D. Mini Golf: Scheduled for August. Recommended returning to original month of March to
match the theme - Green. March 17 & 18, 2023. Possibly hold at night to have "Glow Golf".
E. Downtown Concert Series: Recommended the Main Street Board provide Popcorn &
Drinks at the next concert, 21 July, and donate the funds to the COC concert series. Glee
Emmite, Tyrone Hayden, William Walker, Greg Kee, Kari Daniel and Tracy Dougherty
volunteered.
F. Travel: Cheri Bedford, Councilwoman Knox, Matt Coyle from HPC are attending National
Preservation Commission Meeting in Cincinnati 14 July —17 July, 2022.
E. Hatch Chili Festival: September V at The Farmer's Market. 8-1:00, possibly 3:00. Past
attendance - over 1,500 people. Volunteers needed.
F. Texas Agricultural Sidewalk Grant — application has been sent. Improvement of street scape
on 15t SE, between Lamar and Clarksville St.
G. Greg Kee asked about follow up meeting on traffic study. TXDOT will present report to the
City Council the second council meeting in August.
H. Website Training: Host 3 trainings by Jennifer Johnson, the Small Business Development
Center. 4 attendees at first training.
