1984-027 - Sewer failures on a 24 inch concrete pipe of the Central InterceptorRESOLUTION NO. 84 -027
WHEREAS, the City of Paris has been experiencing
failures as indicated on Exhi-bit ''A" in a 24 inch concrete
pipe being a part of the Central Interceptor which gravity
flows approximately 6,918 teet J ror, the intersection oi. West
Sherman and 1.2th S. W. Streets northward to a point near a
creek immediately north of Park Street, as depicted on
Exhibit "A ". This sewer receives approximately 1.2 MGD of
raw sewage trom the Woodard Lift station and unquantified
rlows from lateral sewer main connections; and,
WHEREAS, the Director of Engineering has throughly
evaluated the condition of this p2-pe through many visual
observations, television evaluatioi-i oz a sample section,
collect:3.on of actual pipe samples, and through monitoring
the history and i.requency of failure,,:;, and furthermore has
investigated alternative methocits of remedying the problems
created by the poor condition of this pipe, such as a
continuation of the point repair methods used since 19/9,
the abandonment and. replacement of the pipe with a force
main, or the physical cleaning of the pipe and subsequent
insertion of a polyethylene slip liner, and has made the
rollowing determinations: significant annual expenditures
have been made in attempt7.ng to make point repairs to this
pipe and these can be expected to corntz.n.ue at increased
frequencies; the current reliability of sewer service is not
acceptable; the replacement of this ilne with a force main
or the slip Lining of this line with a polyethylene
insertion, are not adequately reliable methods of correc-
tion; and, th.eretore, this section of the Central
interceptor must be repaired and restored by direct burial
of a new pipeline so that the i.rimediate need for reliable
sewer service is satisfied; and,
WHEREAS, such repair and restoration will require
chlorination of raw wastewater by- passing into Baker's
Branch at the cost estivate attached as Exhibit "B "; repair
and restoration as described and at the cost: estimate as
shown_ on attached Exhibit "C "; and the total project is
planned to be accomplished in accordance with the prelimi-
nary schedule attached as Exhibi-t "D "; and,
WHEREAS, during the repair and restoration of the
Central interceptor, its tlow will be interrupted requiring
that this project be completed in the shortest possible time
and requiring the declaration of an emergency; NOW,
THEREFCRE,
BE IT RESOJ.VED BY ThE CITY COUNCIL OF THE CITY OF
PARIS, that the repair and restoration of the Central
Interceptor is found to be and does justify the declaration
of an emergency and the same is hereby declared; and,
BE IT FURTHER M"SOLVED, that the City sU?tf is hereby
authorized to exercise the emergency powers as the same
relate to budgeting, expenditures, procurement and bid
process with the only requirement being that the City
Council of the City of Paris be kept �ibreast of the progress
of the project.

GARRETT TO HENOERSON
* 1982, pipe ine caved in three (3) times. One (1) full section
twenty -four (24 ") inch diameter CMP was placed in the line and
the r,,,, ;ainder was patched with half section CMP.
LONG TO GARRETT
* Pip -line as n repaired seven (7) to ten (10) times. Repairs
varied from full section twenty -four (24 ") inch diameter CMP to
half section CMP. Repairs totalled approximately seventy (70')
feet.
• In 1978, a tree fell into the pipeline just North of Long Street.
• Curreetly a cave in approx seventy -five (75') feet North of the
manhole at Lona.
CAMPBELL TO LONG
• 1979 pioel ne co apsed five (5) to six (6) times. Repairs were
made with half section CMP and one (1) twenty (20') foot long
full section twenty -four (24 ") inch diameter CMP.
• Currently a cave in approx fifty (50') feet South of the manhole
at Long Street.
SHILOH TO CAMPBELL
* 1983 pipeline co apse . Three (3) to four (4) times within a
one hundred (100') foot reach. Repaired with half section CMP
and one full section twenty -four (24 ") inch diameter CMP.
* 4 -9 -84 Replaced three hundred (300') feet of twenty -four (24 ")
inch line due to four (4) cave ins on that section the previous
week.
CHERRY TO SHILOH
• Seven (7) to ten repairs varying from the inserting of a
twenty (20 ") inch diameter CMP to the placement of half section
CMP and total replacement of the original pipe with twenty -four
(24 ") inch diameter CMP.
• Major failure in 1982. City hired B A B Equipment to install
one hundred (100') feet of polyethylene pipe.
Spent $15,000 - $20.000
GRAHAM TO CHERRY
• No previous repairs prior to Spring, 1984.
• Coll'n ed January, 1984. City repaired approximately eighteen
(18') feet with half section CMP.
• Two weeks later pipeline collapsed immediately North of previous
repair. City hired large backhoe and rented a trenchbox and
aaein repaired twenty (20') feet to tewnty -five (25') feet with
half section CMP.
• Since those repairs, the pipeline has never had sufficient
capaci'y to accommodate the Woodard Lift Station flow. The
pipolin, is one -half to two- thirds silted in. We have tried to
check cleaning the line and presently have hired a contractor with
a bucket machine to drag the line clean. it was necessary to
again excavate the line just to get a wire cable through it to
accommodate this bucket machine.
Spent $16,000 - $20,000 in 1984 Not including $5,000 - $6,uuO
City Labor
• Cleaning operation had to be shut down due to caving in of line
during the cleaning process 4 -4 -84.
HOUSTON TO GRAHAM
• Seven (7) to ten 1 repairs with half section CMP covered with
concrete. Four (4') to eight (8') feet in length each time.
• Summer, 1982. Rain caused major collapse. City hired 8 6 8
Equipment and relaid three hundred (300') feet of polyethylene
and concrete pipe.
Spent $20,000.
• December, 1983. Major collapse near Houston just South of the
previous 1982 repair.
SHERMAN TO BONHAM
• No Repairs.
BONHAM TO HOUSTON
• No Repairs.

are needed for emergencies.
