00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, September 26, 2022. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. A. Proclamation proclaiming October 5"' as World Teacher's Day. B. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of September 12, 2022. 6. Receive reports and/or minutes from the following boards and commissions: a. Main Street Advisory Board (8-9-2022) b. Planning & Zoning Commission (9-6-2022) c. Receive August drainage report. 9. Receive demolition and code enforcement activity reports. 10. Authorize City Staff to issue requests for proposal for administrative services (RFP) and requests for qualifications (RFQ) for the 2023-2024 Texas Community Development Block Grant Program administered by the Texas Department of Agriculture. 11. Approve on a Structural Engineering Agreement with Jason Hart Engineering in the amount of $46,960.00 to design the demolition of the Belford Building. 12. Approve the Final Plat of the PUD 61 Addition, Lot 1 Block A, LCAD Property 14462, located at 455 N.E. 6th Street. 13. Approve the Final Plat of the Warren 174-A Addition, Lot 1, Block A, LCAD Property 16781, located at 1202 Martin Luther King Jr. Blvd. 14. Approve the Final Plat of the Asay Addition, Lots 1-10, Block A, LCAD Property 13823, located in the 1000 Block of Pine Bluff Street. 15. Approve the Final Plat of the Little Hollow Estates City Block 317, LCAD Property 50201, located in the 2200 Block of N.E. 36th Street. 16. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of Bruce Pearson for a Comprehensive Plan Amendment from Public Lands & Institutions (PLI) to Medium Density Residential (MDR) in the City of Paris, Block 127, Part of Lot 3, containing 125 ft. of LCAD 16081 +/- 0.84 acre (35,380 sf) located in the 800 block of W. Kaufman Street. 18. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of Bruce Pearson for a change in zoning from a Commercial District (C) to a Multi -Family District No. 1 (MF -1) in the City of Paris, Block 127, Part of Lot 3, containing 125 ft. of LCAD 16081 +/- 0.84 acre (35,380 sf) located in the 800 Block of W. Kaufman Street. 19. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of Asay & Sons Construction, LLC for a change in zoning from a Two -Family Dwelling District (217) to a Four -Family Dwelling (417) in the City of Paris, Block 32-B, Lot 1-A thru 1-K, located in the 1000 Block of Pine Bluff Street-LCAD 13823. 20. Discuss and act on an Ordinance considering amending Zoning Ordinance No. 1710 of the City of Paris, Texas, so as to rezone Block 351, Lot PT of 8, 76.262 acres, Block 352, Lot 6, Block 351, Lot PT of 8, 91.627 acres, and City of Paris Block 351, Lot PT of 9, 19.2693 acres, located in the 3300 block of Jefferson Road, in the City of Paris, Lamar County, Texas, from an Agriculture District (A) to a Planned Development District (PD); directing a change accordingly in the official zoning map of the City. 21. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to JOTS Rentals, LLC. (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances passage of this ordinance requires five affirmative votes) (prior to discussing this item, a motion to remove it from the table is required). 22. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Sanitation Solutions, Inc. (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances, passage of this ordinance requires five affirmative votes) (prior to discussing this item, a motion to remove it from the table is required). 23. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to County Waste Collection, LLC. (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances, passage of this ordinance requires five affirmative votes) (prior to discussing this item, a motion to remove it from the table is required). 24. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to M.J. Outdoors. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Dumpster Drop, LLC. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Countryside Disposal, LLC. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection permit to Trash Away Dumpster Rentals, LLC. (Pursuant to Sec. 12.04.42(d) of the Code of Ordinances, passage of this ordinance requires five affirmative votes) (prior to discussing this item, a motion to remove it from the table is required). 28. Convene into executive session pursuant to: A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that he governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: Project Red Oak. B. Section 551.074 of the Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: annual evaluation of the city manager. 29, Reconvene into open session and possibly take action on those matters discussed in executive session. 30.
