AUTHORIZING PUBLICATION OF NOTICE OF INTENTION TO ISSUE
CERTIFICATES OF OBLIGATION

CITY OF PARIS
WHEREAS, the City deems it advisable to give notice of
intention to issue certificates of obligation in the amount
of $6,500,000, for the purpose of paying, in whole or in
part, contractual obligations for improving and extending
the City's combined Waterworks and Sewer System, and to pay
all or a portion of the legal, fiscal and engineering fees
in connection with this project; and
WHEREAS, it is hereby officially found and determined
that a case of emergency or urgent public necessity exists
which required the adding of an item to the agenda of the
meeting at which this Resolution is passed, such emergency
or urgent public necessity being that the notice of inten-
tion to issue certificates of obligation should be published
as soon as possible and without delay for necessary and
urgently needed public improvements; and that said meeting
was open to the public and public notice of the time, place,
and purpose of said meeting was given and special notice of
such item was given by telephone to all local news media
without regard to their having requested such notice and
consenting to pay any and all expenses incurred by this
governmental body; all as required by Art. 6252 -17,
V.A.T.C.S.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That attached hereto is a form of the Notice of
Intention to issue Certificates of Obligation, the form and
substance of which is hereby adopted and approved.
2. That the City Clerk shall cause said notice to be
published in substantially the form attached hereto, in a
newspaper of general circulation in said City, and published
in said City, on the same day in each of two consecutive
weeks, the date of the first publication thereof to be at
least 14 days prior to the time set for the issuance of such
certificates of obligation as shown in said notice.
3. That this Resolution shall take effect immediately
upon its passage.

NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND UTILITY SYSTEM
REVENUE CERTIFICATES OF OBLIGATION
The City of Paris does hereby give notice of intention to
issue Combination Tax and Utility System Revenue Certificates
of Obligation, Series 1984, in the maximum principal amount not
to exceed $6,500,000, for the purpose of paying, in whole or in
part, contractual obligations for improving and extending the
City's combined Waterworks and Sewer System, and for paying all
or a portion of the legal, fiscal and engineering fees in
connection with this project. The City proposes to provide for
the payment of such Certificates of Obligation from the levy
and collection of ad valorem taxes in the City as provided by
law, and from the revenues of the City's combined Waterworks
and Sewer System, after payment of all operation and mainten-
ance expenses thereof, and all debt service, reserve, and other
requirements in connection with all of the City's revenue bonds
(now or hereafter outstanding), which are payable from all or
any part of the Net Revenues of the City's combined Waterworks
and Sewer System. The City Council proposes to authorize the
issuance of such Combination Tax and Utility System Revenue
Certificates of Obligation, Series 1984, at 5.15 P. M., on
November 27, 1984, at a Special Meeting, at the City Hall,
Paris, Texas.

CERTIFICATE FOR RESOLUTION
THE STATE OF TEXAS
COUNTY OF LAMAR
CITY OF PARIS
We, the undersigned officers of said City, hereby
certify as follows:
1. The City Council of said. City convened in REGULAR
MEETING ON THE 8TH DAY OF NOVEMBER, 1984, at the City Hall,
and the roll was called of the duly constituted officers and
members of said City Council, to -wit:
Joe Graham, Mayor Nathan J. Bell
H. C. Greene, City Clerk Jeff Hoog
Billy Joe Burnett Donald G. Wilson
George Fisher, Jr. Walter F. Williams
and all of said persons were present, except the following
absentees: Nathan J. Bell and Donald G. Wilson, thus
constituting a quorum. Whereupon, among other business, the
following was transacted at said Meeting: a written
RESOLUTION AUTHORIZING PUBLICATION OF NOTICE OF
INTENTION TO ISSUE $6,500,000 CERTIFICATES OF OBLIGATION
was duly introduced for the consideration of said City
Council and read in full. It was then duly moved and
seconded that said Resolution be adopted; and, after due
discussion, said motion carrying with it the adoption of
said Resolution, prevailed and carried by the following
vote:
AYES: All members of said City Council shown present
above voted "Aye ".
NOES: None.
2. That a true, full and correct copy of the afore-
said Resolution adopted at the Meeting described in the
above and foregoing paragraph is attached to and follows
this Certificate; that said Resolution has been duly
recorded in said City Council's minutes of said Meeting;
that the above and foregoing paragraph is a true, full and
correct excerpt from said City Council's minutes of said
Meeting pertaining to the adoption of said Resolution; that
the persons named in the above and foregoing paragraph are
the duly chosen, qualified and acting officers and members
of said City Council as indicated therein; that each of the
officers and members of said City Council was duly and
sufficiently notified officially and personally, in advance,
of the time, place and purpose of the aforesaid Meeting, and
that said Resolution would be introduced and considered for
adoption at said meeting, and that said Meeting was open to
the public and public notice of the time, place and purpose
of said meeting was given and special notice of such item
was given by telephone to all local news media without
regard to their having requested such notice and consenting
to pay any and all expenses incurred by this governmental
body; all as required by Vernon's Ann. Civ. St. Article
6252 -17.
3. That the Mayor of said City has approved and
hereby approves the aforesaid Resolution; that the Mayor and
the City Clerk of said City have duly signed said
Resolution; and that the Mayor and the City Clerk of said
City hereby declare that their signing of this Certificate
shall constitute the signing of the attached and following
copy of said Resolution for all purposes.
