00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, November 14, 2022. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of October 24, 2022. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Visitors & Convention Council Board of Directors (9-19-2022) b. Planning & Zoning Commission (10-3-2022) c. Main Street Advisory Board (10-11-2022) d. Historic Preservation Commission (9-26-2022) 7. Receive October drainage report. 8. Receive September monthly financial report. 9. Approve an agreement with Pridemore Construction in the amount of $88,490.00, for the southern boat ramp construction project at Lake Crook. 10. Approve a Resolution authorizing a Professional Services Agreement with GrantWorks for administrative services for the TDHCA HOME Fund grant. 11. Accept the base bid of $134,940.00 and bid alternates for the construction of two -single family homes through the HOME Program from RM Quality Construction, and authorize the City Manager to negotiate and execute all necessary documents. 12. Approve the Final Plat of the Jamar Estates Addition CB 170C, Lot 1, Block A, located at 2300 Block of Church Street (LCAD 100243). Regular Agenda 13. Discuss and act on an Agreement with Thalle Construction Co., Inc. in the amount of $62,852,642.00 for Phase 1 Construction of the Wastewater Treatment Plant Project; and authorize the City Manager to execute all necessary documents. 14. Discuss, conduct a public hearing and act on an Ordinance regarding the petition for a Minor Master Thoroughfare Plan Amendment temporarily removing the entire segment of the proposed major arterial roadway between FM 195 and Lamar Avenue. 15. Discuss, continue the public hearing and act on the petition of the City of Paris for a Minor Master Thoroughfare Plan Amendment altering part of the proposed minor arterial roadway section A-3, on LCAD Parcel 50218, A7 Askins Survey, Tract 8, located at 2330 N.E. 36"' Street. (prior to discussing this item, a motion to remove the item from the table is required) 16. Discuss, continue the public hearing and act on the petition of Ryan Whitaker for a Minor Master Thoroughfare Plan Amendment altering part of the proposed minor arterial roadway section A-3, on LCAD Parcel 50201, in the City of Paris, Block 317, Lot PT 10, A7 Askins Survey, located in the 2300 Block of N.E. 36a' Street. (prior to discussing this item, a motion to remove the item from the table is required) 17. Discuss, conduct a public hearing and act on an Ordinance considering the petition of Brian Wintermute on behalf of Evan Butler for a Comprehensive Plan Amendment from Low Density Residential (LDR) to High Density Residential (HDR) in the City of Paris, Block 317, Lot PT of 5, A208 Crow Survey, located at 4065 Pine Mill Road (LCAD 126663). 18. Discuss, conduct a public hearing and act on an Ordinance considering the petition of Brian Wintermute on behalf of Evan Butler for a change in zoning from an Agricultural District (A) to a Multiple -Family District No. 2 (MF -2) in the City of Paris, Block 317, Lot PT of 5, A208 Crow Survey, located at 4065 Pine Mill Road (LCAD 126663). 19. Discuss, conduct a public. hearing and act on an Ordinance regarding the petition of Cheyney Bryan on behalf of Bill Roetcisoender for a Comprehensive Plan Amendment from Low Density Residential (LDR) to Medium Density Residential (MDR) in the City of Paris, Block 112-C, Lot 7 & 8A, located at 578 S.E. 15"' Street (LCAD 15790). 20. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Cheyney Bryan on behalf of Bill Roetcisoender for a change in zoning from a Two- Family Dwelling District (2F) to a Multiple -Family Dwelling District No. 1 (MF -1) in the City of Paris, Block 112-C, Lot 7 & 8-A, located at 578 S.E. 15'h Street (LCAD 15790). 21. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Kevin Clarkson for a Comprehensive Plan Amendment from Low Density Residential (LDR) to Medium Density Residential (MDR) in the Gibbons -Braden Addition, Block 5, Lot 4-A & 5, located at 1244 S.E. 14a' Street (LCAD 11558). 22. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Kevin Clarkson for a change in zoning from a One -Family Dwelling No. 3 (SF -3) to a Two -Family Dwelling District (2F) in the Gibbons -Braden Addition, Block 5, Lot 4-A & 5, located at 1244 S.E. 14th Street (LOAD 11558). 23. Discuss and act on an Ordinance canvassing the returns for the Special City -Wide Election held November 8, 2022, for amendments to the City Charter of the City of Paris, and declaring the results of said election. 24. Discuss and act on an Ordinance directing the City Attorney to revise the Home Rule Charter of the City of Paris in accordance with Proposition X approved by Voters on November 8, 2022. 25. Discuss and approve the Resolution appointing Todd Mittage as the City Engineer. 26. Receive presentation from Rob Vine with regard to outsourcing solid waste. 27. Discuss and act on an Agreement with DCC, Inc. for refurbishment and resurfacing of the city pool and patio deck, and authorize the City Manager to execute all necessary documents. 28. Discuss and act on a Lease Agreement for the Event Center between the City of Paris and Samantha Hughes; and authorize the City Manager to execute all necessary documents. 29. Discuss and act on an Ordinance setting forth Registration Requirements and Credit Extension Guidelines for Credit Access Businesses by adding Article 5.12, "Credit Access Businesses," to Chapter 5, "Business Regulations," of the City of Paris Code of Ordinances. 30. Reconsider, discuss and possibly act on the refinement of the City of Paris' policy on the demolition of homes as related to the 5 In 5 Neighborhood Revitalization Program. 31. Convene into executive session pursuant to Section 551.074 of the Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: annual evaluation of the municipal judge. 32. Reconvene into open session and possibly take action on those matters discussed in executive session. 33. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 34. Adjournment.
