27 - Agreement for reburbishment and resurfacin of the City pool and patio deckItem No. 27 r Ml R '' adf 'a , ' , TO: Mayor, Mayor Pro -Tem & City Council FROM: Robert G. Vine, Assistant City Manager Michael Smith, Public Works Director Bill Loranger, Parks Superintendent SUBJECT: DCC, INC. Agreement for refurbishment and resurfacing of the City Pool and Patio Deck DATE: November 14, 2022 BACKGROUND: The City Pool provides citizens a place to take their children during the summer months and is several years past due for the completion of considerable repairs, specifically refurbishing and resurfacing of the swimming pools and the patio decks. Without these necessary repairs, the city pool would quickly become unusable and the decision to keep the pool in operation or permanently close it would be at the forefront. STATUS OF ISSUE: Staff contacted DCC, INC., a certified Texas BuyBoard Vendor, and received a tailored quote to complete the repairs necessary to save the pool from further damage and allow it to remain open and safe. Because DCC, INC. is a certified Texas BuyBoard Vendor, the bid process was not necessary. The repairs include, resurfacing the outdoor pool and kiddie pool with a quartz finish and resurfacing the outdoor pool deck and bathrooms. These repairs also include removing the failed texture and profile, stabilizing cracks, making necessary plaster preparations, clean up and debris removal. The plaster on the pool is the original plaster from 1996, when the pool opened, and is 26 years old. Pool plaster lasts approximately 10-15 years, meaning, at the very least, the plaster should have been replaced 11 years ago. The "cool deck" around the pool generally lasts 8-10 years. The deck around the pool was resurfaced in 2013, and is 9 years old and has some substantial cracks at this time prompting these repairs. The total cost of this project is $228,136.92. If pushed into the future, the cost of these repairs will substantially increase as the price of the materials used in this project are forecast to increase dramatically after December of 2022. Staff has drafted an agreement between the City and DCC, INC. that details the scope of work along with other key factors to be signed by both parties before the project begins. The expected completion time for these repairs is prior to the opening of the pool in May of 2023. BUDGET: The agreement with DCC, INC detailing the completion of this project totals $228,136.92 and will be funded entirely with American Rescue Plan Act (ARPA) funds. RECOMMENDATION: Approve the authorization of the agreement with DCC, INC. for the refurbishment and resurfacing of the City Pool and Patio Deck for $228,136.92.
