RESOLUTION NO. 84 -084
WHEREAS, the Texas Department of Community Affairs is
administering assistance for the purposes of rehabilitation
of substandard units in compliance with the Texas Rental
Rehabilitation Program; and,
WHEREAS, the City Council of the City of Paris deems it
to be in the best interest of the citizens of Paris to seek
such assistance; and,
WHEREAS, an application for such grant assistance in
the amount of $100,000.00, being a 100% grant, should be
made; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS:
1. That an application be made to the Texas
Department of Community Affairs for a grant in the amount of
$100,000.00, being a 100% grant, for rehabilitation of 20
substandard units in compliance with the Texas Rental
Rehabilitation Program.
2. That David H. Doty, City Manager of the City of
Paris, Paris, Texas, be, and he is hereby designated
Certifying Representative and is hereby authorized and
directed on behalf of the City of Paris to execute and
transmit the application in the form attached hereto as
Exhibit A.
3. That Joe McCollum, Director of Community Develop-
ment of the City of Paris, be, and he is hereby designated
Contact Person to execute and deliver all other communica-
tions, instruments and documents necessary for the
completion of said project.

17. It will insure that the facilities under its ownership, lease
or supervision which shall be utilized in the accomplishment
of the project are not. listed on the Environmental Protection
Agency's (EPA) list of Violating Facilities and that it will
notify the Federal grantor agency of the receipt of any
communication from th -e Director of the EPA Office of Federal
Activities indicating that a facility to be utilized in the
project is under consideration.for listing by the EPA.
18. It will comply with the flood insurance purchase requirements
Of Section 102(a) of the Flood Disaster Protection Act of,
1973, Public Law 93 -234, 87 Stat. 975, approved December 31,
1976. Section 102(a) requires, on and after March' 2, 1975,
the purchase of flood insurance in communities where such
insurance is available as a condition for the receipt of any
Federal financial assistance for coils t.ructloil or acquisition
purposes for use in any area that has been identified by the
Secretary of the Department of Housing and Urban Development
as all area having special flood hazards. The phase "Federal
financial asisstance" includes any form of loan, grant,
guaranty, insurance payment, rebate, subsidy, disaster
tlssistanc'e loan or yrrint, or any other Lorin of direct or
indirect Federal assistance.

with Section 106 of the National Historic Preservation Act
of 1966 as amended (16 U.S.C. 470), Fxecutive Order 11593,
and the Archeological and Historic Preservation Act of.

State Historic Preservation Officer on the conduct of
investigations, as necessary, to identify properties
listed in or eligible for inclusion in the National Register

by (b) complying with all requirements established by the

AFFIRMATIVE MARKIsTING
The City will adopt appropriate procedures and requirements for
affirmatively marketing units in rehabilitated projects through
the provisions of information regarding the availability of units
that are vacant after rehabilitation or that later become vacant.
Affirmative marketing steps consist of good faith efforts to
provide information and otherwise to attract eligible persons
from all racial, ethnic and gender groups in the housing; market
area to the available housing.
(These affirmative marketing
procedures will not apply to units rented to families with
,housing assistance provided by PHA). The City will establish
procedures, requirements and assessment criteria for marketing;
units in the rental rehabilitation program in the rental re-
habilitation program that are appropriate to accomplish
affirmative marketing objectives. The City will annually assess
the affirmative marketing program to determine: good faith efforts
that have been made to carry out such procedures and requirements;
objectives that have been met; corrective actions that are required.

tenants about Federal fair housing laws and the grantee's
affirmative marketing policy (such as the use of the Equal.
Housing Opportunity logotype or slogan in press releases

Requirements and practices each owner must adhere to in order
to carry out the grantee's affirmative marketing procedures
and requirements (e.g.,use of commercial media, use of

Procedures to be used by owners to inform and solicit appli-
cations from persons in the housing market area who are not
likely to apply for the housing without spec:i_al. outreach
(e.g., use of community organizations, churches, employment
centers, fair housing groups or housing; counseling agencies).
Records that will be kept describing efforts taken by the r
grantee and by the owners to affirmatively market units and
records to assess the results of these actions.
A description of how the grantee will assess the affirmative
efforts of owners, and the results of those efforts,
and what corrective actions will be taken where an owner fails
to follow these affirmative marketing requirements.

PROGRAM SUMMARY
CITY OF PARIS
RENTAL REHABILITATION PROGRAM
In addition to its HUD CDBG owner- occupied rehabilitation the City of Paris
operates a rental rehabilitation program utilizing CDBG funds to underwrite
low interest loans subordinated to private investment in order to bring
rental property up to local building codes. Tenants occupying these units
are then assisted under the Section 8 Moderate Rehabilitation Program. City
loans represent from 20 -40% of the total funds needed to rehabilitate
these units.
It is the City's wish to continue this activity under the Texas Rental
Rehabilitation Program. It is proposed that the City will rehabilitate a
minimum of twenty additional substandard units utilizing $100,000 of TRRP
funds.
NEIGHBORHOOD SELECTION
The attached map indicates the area in which the TRRP would operate. The
demographics of this area were complied by the PHA, Assisted Housing
Administrator, and City CD Staff. It is characterized by: older housing, a
substantial portion of renter occupied prOnerty, structures ranging from
single - family to small multi - family predomi na rice of moderate and lower income
residents, racial mixture of minority and non - minority, commercial and
residential re- development and successful operation of rental assistance
program. Statistics taken from 1980 Census (enclosed ).
LOW /MODERATE INCOME BENEFIT
In order to minimize displacement of occupied units while at the same time
maximize success of this program, the City will insure a 70% benefit to low/
moderate income persons. This will be accomplished by making a tenant income
review of occupied units part of the feasibility hrocess,assisting eligible
applicants with Section 8 certificates and filling vacant rehabilitated units
from the PHA's waiting list.
BENEFIT TO LARGE FAMILIES
70% of all units selected for rehabilitation will contain two or more bedrooms.
If units are occupied prior to rehabilitation, care will be taken to select
units which have size appropriate families already in residence.
SELECTION OF PROPOSALS
Following a public notice of availability of rehabilitation funds, proposals
will be selected on a first come, first served basis which meet the following
criteria:
- Units are located in designated area
- Units are in need of repair
- After rehabilitation rents are at or below Sec. 8 I =MR.
- Proposal meets )% low /mod benefit strategy.
- Proposal meets 70% large family benefit strategy.
- Proposal will not require relocation of tenants.
- Proposal is financially feasible.
FINANCIAL FEASIBILITY
As stated in the project summary, the City of Paris is currently rehabilitating
rental property under a CDBG /Section 8 Moderate Rehabilitation loan leveraging
program . As with the RRP description, the current program makes low interest
loans for less than half, usually 30`% of the total amount needed for re-
habilitation. The investor borrows the balance from his lender. The City has
obtained agreement from the lenders to have their loans processed and serviced,
without fee, by the leader. Repayment funds of principle and interest are kept
on deposit, thereby tracking itself, with lender. Balance statements are then
sent to City on a regular basis. It is the recovery of these Title I (CDBG)
funds which will pay for the administration of the TRR program.
EFFECT OF PROGRAM
In addition to providing standardized rental units affordable to low /moderate
families, this activity will further the revitalization and redevelopment of
residential property already underway with CDBG and Section 8 Moderate
Rehabilitation programs. The above programs will repair, approximately 94 units
of owner and renter properties within the City. The City, through its Main
Street designation have made great strides in preserving period buildings
all of which are located inside the RRP designated area.

RESOLUTION NO. 84 -084
WHEREAS, the Texas Department of Community Affairs is
administering assistance for the purposes of rehabilitation
of substandard units in compliance with the Texas Rental
Rehabilitation Program; and,
WHEREAS, the City Council of the City of Paris deems it
to be in the best interest of the citizens of Paris to seek
such assistance; and,
UliEREAS, an application for such grant assistance in
the amount of $100,000.00, being a 100% grant, should be
made; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARTS:
1. That an application be made to the Texas
Department of Community Affairs for a grant in the amount of
$100,000.00, being a 1007, grant, for rehabilitation of 20
substandard units in compliance with the Texas Rental
Rehabilitation Progriim.
2. That David H. Doty, City Manager of the City of
Paris, Paris, Texas, be, and he is hereby designated
Certifying Representative and is hereby authorized and
directed on behalf of the City of Paris to execute and
transmit the application in the form attached hereto as
Exhibit A.
3. That Joe McCollum, Director of Community Develop-
ment of the City of Paris, be, and he is hereby designated
Contact Person to execute and deliver all other communica-
tions, instruments and documents necessary for the
completion of said project.
Passed and adopted this 10th day of December, 1984.
