SUBJECT: Engineering Design / Runway Rehabilitation / Improving Taxiway and
Possible Apron

BACKGROUND: TXDOT visited the airport in 2019 and determined the primary runway,
primary taxiway, taxiway connectors, and apron were in need of rehabilitation. Currently, we are
preparing for the design portion of the project and TXDOT requires funding approval for the
overall project in the form of a resolution prior to this work being accomplished.
STATUS OF ISSUE: Total cost of the proposed runway project at Cox Field is $2.94M and will
be funded by a grant which is a 90% - 10% match with the city responsible for 10% of the total
cost, $294,000. The project will start with the rehabilitation of the runway, then will move to the
taxiway and connectors and then to the apron as funds permit. The 10% match the city provides
for this project will be coming from ARPA, American Rescue Plan Act, funding, which has been
set aside for this purpose. TXDOT requires funding be approved in the form of a resolution in
order to move forward with the Runway Project at Cox Field.
BUDGET: $294,000 (of ARPA funds)
RECOMMENDATION:
Options:
1. Approve a resolution for the funding of the runway rehabilitation, taxiway, taxiway
connectors and apron project.
2. Do not approve a resolution for funding this and lose the grant to rehabilitate the runway,
taxiway, taxiway connectors and apron.
Staff recommends approving the resolution for the funding for the grant to rehabilitate the runway,
taxiway, taxiway connectors and apron.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING THE ACCEPTANCE OF THE CSJ 2301PARIS AIRPORT
PROJECT, TO MAKE IMPROVEMENTS TO COX FIELD AIRPORT;
PROVIDE 10% OF THE TOTAL PROJECT COSTS; ACKNOWLEDGE
TXDOT AS THE AGENT FOR ADMINISTRATION OF FEDERAL AND
STATE FUNDS FOR THE PROJECT; AUTHORIZE THE CITY MANAGER
TO EXECUTE ALL NECESSARY DOCUMENTS AND FUTURE CHANGES
RELATED TO THE PROJECT; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City of Paris intends to make certain improvements to Cox
Field Airport; and
WHEREAS, the general description of the project is described as:
rehabilitation of primary runway, primary taxiway, taxiway connectors, the apron
and the engineering of the project; and
WHEREAS, City of Paris intends to request financial assistance from the Texas
Department of Transportation (TxDOT) for these improvements and TxDOT has
named this project CSJ 2301PARIS Airport Project ("the Project"); and
WHEREAS, total project cost are estimated to be $2,940,000.00, and the City
of Paris will be responsible for 10% of the total project costs currently estimated to
be $294,000.00; and
WHEREAS, City of Paris names the Texas Department of Transportation as its
agent for the purposes of applying for, receiving and disbursing all funds for these
improvements and for the administration of contracts necessary for the
implementation of these improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS TEXAS:
Section 1. That the findings set out in the preamble of this resolution are
hereby in all things approved.
Section 2. That the City Council of the City of Paris hereby directs the City
Manager to execute on behalf of City of Paris, at the appropriate time, and with the
appropriate authorizations of this governing body, all contracts and agreements with
the State of Texas, represented by the Texas Department of Transportation, and such
other parties as shall be necessary and appropriate for the implementation of the
improvements to Cox Field Airport and the Project.
Section 3. This resolution shall become effective from and after the date of
passage.
