Notice is herebygiven that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, December 12, 2022. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the Co VLD outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed

Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable

8. Approve a professional services agreement with Malone Maxwell Dennehy Architects in
the amount of $16,500.00 for abatement and assessment services for the Grand Theater,
and authorize the City Manager to execute all necessary documents.
9. Receive quarterly update as to the status of the Vacant Building Registration.
10. Receive October 2022 monthly financial report.
11. Approve the Final Plat of the Bannon Addition City Block 167, Lot 1, Block A, located
in the 2300 Block of S.E. 6th Street (LCAD 110607).
12. Approve the Final Plat of the Bean Addition City Block 294, Lot 1 Block A, located in
the 200 Block of N.E. 30'h Street (LOAD 18499).
13. Approve the Replat of the Northwest Paris Industrial Park, Lots 1R Block A, located at
15555 N.W. 30'' Street (EGAD 115907 & 121017).

federal disaster as si stance.
17. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of
Mitch Milam, Texas Land Direct, LLC for a Comprehensive Plan Amendment from Low
Density Residential (LDR) to Medium Density Residential (MDR) in the City of Paris,
Block 281, Lot 6, LCAD 18409, located at 1610 NE 15"' Street.
18. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of
Mitch Milam, Texas Land Direct, LLC for a change in zoning from a One -Family
Dwelling District No. 3 (SF -3) to a Two -Family Dwelling District (2F) in the City of
Paris, Block 281, Lot 6, LCAD 18409, located at 1610 NE 15'hStreet.
19. Receive presentation from Jay Hodge regarding the Sulphur River Regional Mobility
Authority, discuss and provide direction to staff.
20. Discuss and act on a Resolution Withdrawing Prior Approval for Sale of Twenty
Previously Bid -Off Properties.
21. Discuss and act on a request from Tekmak Development for a variance from distance
restrictions under Article 5.03 Alcoholic Beverages Section 5.03.003.
22. Discuss and act on a Resolution approving an Agreement with the City of Toco as related
to sewer service provided by the City of Paris.
23. Receive presentation about the Downtown Stop Sign Study.
24. Discuss and act on an Ordinance granting a vehicle for hire license to David L.
Thompson d/b/a Lone Star Cab Company. (Pursuant to Sec. 124 of the Paris City
Charter, passage of this ordinance requires five affirmative votes).
25. Discuss and act on an Ordinance granting a vehicle for hire license Texas Trinity, LLC
d/b/a Trinity Black Car Service (Pursuant to Sec. 124 of the Paris City Charter, passage
of this ordinance requires five affirmative votes).
26. Discuss and act on a Resolution approving the acceptance of the CSJ 2301 Airport
Project, to make Improvements to Cox Field Airport; provide 10% of the total project
costs; acknowledge TxDOT as the agent for administration of Federal and State Funds
for the project; authorize the City Manager to execute all necessary documents and future

changes related to the project; making other findings and provisions related to the
subject; and declaring an effective date.
27. Discuss and act on an amendment to the Hangar Waiting List Policy to reduce the
number of days a City owned T -hangar can remain vacant from 180 days to 90 days.
28. Discuss and act on an Ordinance Amending Appendix A, "Fee Schedule," of the Code of
Ordinances relating to construction and development fees; making other finding and
provisions related to the subject; providing a repealer clause; a severability clause; a
savings clause; a penalty clause; and declaring an effective date.
29. Discuss and act on an agreement with Vyve to provide internet services for the City of
Paris.
30. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas, adopting
revisions to the City's Home Rule Charter in conformance with Ordinance No. 2022-084
and Ordinance No. 2022-085; making other findings related to the same; providing a
repealer clause; a severability clause, a penalty clause and providing an effective date.
31 w. Convene into executive session pursuant to Texas Local Government Code pursuant to:
Section 551.072 of the Texas Government Code, to deliberate the purchase,
exchange, lease, or value of real property if deliberation in an open meeting
would have a detrimental effect on the position of the governmental body in
negotiations with a third person.
• Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that he governmental body seeks to have locate,
stay, or expand in or near the territory of the governmental body and with which
the governmental body is conducting economic development negotiations; or (2)
to deliberate the offer of a financial or other incentive to a business prospect
described by Subdivision (1), as follows: Project Red Maple.
• Section 551.071 of the Texas Government code, Consultation with Attorney, to
receive legal advice from the City Attorney about (1) pending or contemplated
litigation and/or (2) on matters in which the duty of an attorney to her client under
the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas
clearly conflict with this chapter, to -wit:
A. City of Faris v. Essent Healthcare
B. Houchins v. City of Paris
32. Reconvene into open session and possibly take action on matters discussed in executive
session.
33. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
