SUBJECT: Amending Appendix A "Fee Schedule" Water and Sewer Tap Fees

BACKGROUND: City Council approved adoption of an ordinance amending the Community
Development Building and Planning & Zoning, Public Works, Fire and Engineering Permit and
Services Fees at the December 12, 2022 regular meeting. In this proposed ordinance, the fee for
the Water and Sewer Taps had not been changed from the current charge amount.
STATUS OF ISSUE: Staff is proposing a $400 increase for both the Water and Sewer Tap fees.
The current prices were set approximately ten years ago and the justification for this raise is due
to the rising costs in items associated with the performance of this task, i.e. material, fuel and staff.
The $400 increase was inadvertently left off of the ordinance presented to the City Council on
December 12, 2022.
BUDGET: If approved, these new tap fees would have a moderate, positive impact on the budget
and would better enable the City to recoup the expenses of performing these specific tasks.
OPTIONS: 1. Approve the amendment to the Ordinance increasing the Water and Sewer Tap
fees by $400 each
2. Do not approve the amendment.
RECOMMENDATION: Staff recommends approval amending Appendix A to the Ordinance
increasing the Water and Sewer Tap fees by $400 each.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AMENDING APPENDIX A, "FEE SCHEDULE," SECTION
A10.002, "WATER AND SEWER TAPS," OF THE CODE OF
ORDINANCES; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A
SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE;
AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Appendix A of the City of Paris Code of Ordinances provides a fee
schedule for city permits and services, including those related to construction and
development, and Section A10.002 thereof provides fees for the installation of water and
sewer taps; and
WHEREAS, the city has not changed the fees for the installation of water and sewer
fees since 2019, and the costs associated with such services have risen since that time; and
WHEREAS, on December 12, 2022, the City Council adopted amendments to the fee
schedule for other services related to construction and development; and
WHEREAS, the City Council finds it desirable to revise these fee schedules so as to
allow the city to perform the services related to said permits and related work on a break
even basis, thus avoiding having to subsidize those services from the taxes of those not
directly benefitting from the development;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved.
Section 2. That Appendix A, Section A10.002, "Water and Sewer Taps," shall be
amended to read in its entirety as follows:

Standard 1" water tap in pavement $2,190.00

*** City will not install core taps for utility construction work. Taps 4" or larger shall be
installed by utility contractor with city oversight/inspection.

* Sewer taps 6" and larger require a manhole to be installed at the intersection.
** Manholes are required at any change in direction or elevation.
*** Sewer taps requiring bore across any street will be charged at cost for the work.
All water and sewer fees are based on local streets requiring typical pavement restoration.
Where the street section is more than 6" thick, additional fees will be included for the
pavement restoration."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any provision of this ordinance shall be guilty
of a Misdemeanor, and upon conviction, shall be subject to a fine in accordance with
provisions of Sec. 1.01.009 of the City of Paris Code of Ordinances, and each and every day's
continuance of any violation of the above -enumerated sections shall constitute and be
deemed a separate offense.
Section 7. That this ordinance shall become effective from and after its passage and
publication as required by law.
