ACTION MINUTES
Meeting called to order at 5:30 p.m. by Chairman Clifton Fendley.
2. Citizens' forum.
(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two
minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from
responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal
appeals are not appropriate for citizens' forum.)
The citizens' forum was declared open. With no one speaking, the forum was declared
closed.
3. Approve minutes from the meeting of November 07, 2022.
A motion to approve the minutes was made by Sims Norment, seconded by Tylesha Ross -
Mosley. Motion carried 5-0.
4. Conduct a public hearing and take action regarding the petition of Mitch Milam, Texas Land
Direct, LLC for a Comprehensive Plan Amendment from Low Density Residential (LDR) to
Medium Density Residential (MDR) in the City of Paris, Block 281, Lot 6, LCAD 18409,
located at 1610 NE 15th Street.
Public hearing declared open. Shirley Thomas, 833 Highland Oaks Dr Dallas, TX inquired
as to what the applicant is proposing at the subject property. Chairman Fendley advised
that no plans have been submitted at this time. The applicant has requested to amend the
the zoning change which is the next item on this agenda and it will be republished with
new dates. With no one else speaking, the public hearing was declared closed.
A motion to approve the comprehensive plan amendment was made by Michael Mosher,
seconded by Sims Norment. Motion carried 5-0.
5. Conduct a public hearing and take action regarding the petition of Mitch Milam, Texas Land
Direct, LLC for a change in zoning from a One -Family Dwelling District No. 3 (SF -3) to a
Two -Family Dwelling District (2F) in the City of Paris, Block 281, Lot 6, LCAD 18409,
located at 1610 NE 15th Street.
Public hearing declared open/continued until the January P&Z meeting.
No motion to be made and no further action at this time.
Commissioner Chance Abbott joined the meeting at 5:45p.m.
6. Consideration of and action on the Preliminary Plat of the Celebration Paris Addition CB
315, Lots 1 and 2, Block A, LCAD Property 50931, 50949 and 100545, located in the 4400
Block of Lamar Ave/US Hwy 82 East.
A motion to approve the preliminary plat with noted conditions was made by Sims
Norment, seconded by Michael Mosher. Motion carried 6-0.
7. Consideration of and action on the Preliminary Plat of the Rodriguez Estates Addition CB
32-C, Lots 1 and 2, LCAD Property 13845, 13847, 13848, located at 1167 Lamar Ave and
1126 E Houston Street.
A motion to approve the preliminary plat with noted conditions was made by Sims
Norment, seconded by Michael Mosher. Motion carried 6-0.
8. Consideration of and action on the Preliminary Plat of the Bannon Addition CB 167, Lot
1, Block A, LCAD Property 110607, located in the 2300 Block of SE 6t" Street.
A motion to approve the preliminary plat with noted conditions was made by Sims
Norment, seconded by Michael Mosher. Motion carried 6-0.
9. Consideration of and action on the Final Plat of the Bannon Addition CB 167, Lot 1, Block
A, LCAD Property 110607, located in the 2300 Block of SE 6th Street.
A motion to approve the final plat with noted conditions was made by Clifton Fendley,
seconded by Sims Norment. Motion carried 6-0.
10. Consideration of and action on the Preliminary Plat of the Bean Addition CB 294, Lot 1,
Block A, LCAD Property 18499, located in the 200 Block of NE 30th Street.
A motion to approve the preliminary plat with noted conditions was made by Chance
Abbott, seconded by Tylesha Ross -Mosley. Motion carried 6-0.
11. Consideration of and action on the Final Plat of the Bean Addition CB 294, Lot 1, Block
A, LCAD Property 18499, located in the 200 Block of NE 30th Street.
A motion to approve the final plat with noted conditions was made by Chance Abbott,
seconded by Tylesha Ross -Mosley. Motion carried 6-0.
12. Consideration of and action on the Replat of the Northwest Paris Industrial Park, Lots 1 R,
Block A, LCAD Property 115907 and 121017, located in the 1555 NW 30th Street.
A motion to approve the replat with noted conditions was made by Sims Norment,
seconded by Tylesha Ross -Mosley. Motion carried 6-0.
13. Consideration of and action on the Replat of the Westview Addition, Lots 15 and 16, Block
B, LCAD Property 20619, located at 1750 W Houston Street.
A motion to approve the replat with noted conditions was made by Sims Norment,
seconded by Michael Mosher. Motion carried 6-0.
14. Consideration of and action on the Replat of the Park Place Shopping Center Unit One
Addition, Lots 3A, 3B and 3C, LCAD Property 18578, located at 3064 Clarksville Street.
A motion to approve the replat with noted conditions was made by Sis Norment, seconded
by Michael Mosher. Motion carried 6-0.
15. Request items for future agendas.
Commissioners agreed to the next P&Z meeting being held on Tuesday, January 3, 2023
at 5:30 p.m.
Commissioners agreed their preference for training is on a Thursday in the afternoon. Date
to be determined.
