22 - Confirm appointment of Thomas McMonigle as Interim EMS ChiefItem No. 22 Memorandum TO: Mayor Mayor Pro Tem City Council FROM: Grayson Path, City Manager SUBJECT: CONFIRMATION OF INTERIM EMS CHIEF DATE: January 23, 2023 BACKGROUND: Russell Thrasher, EMS Chief, resigned effective January 9, 2023. It is now the City Manager's task to fill the position, but in order to maintain operations; he has identified an individual qualified and capable to serve as Interim EMS Chief. Pursuant to the City of Paris Charter, Section 23, "the appointment of department heads shall be subject to the approval of the council." While the City Manager is not at this time appointing a permanent department head, he believes it appropriate to keep the City Council informed regarding his selections for Interim Department Heads and request your approval of them. STATUS OF ISSUE: The City Manager wishes to appoint Thomas McMonigle, Fire Chief, to serve as Interim EMS Chief. Chief McMonigle has over 36 years of experience with the City and has served as Fire Chief for the last two years. The City Manager hereby requests that the City Council vote to confirm Thomas McMonigle as the Interim EMS Chief. He will continue his role as Fire Chief as well. BUDGET: An appropriate pay adjustment will be given to Chief McMonigle to compensate for the added duties and responsibilities. That amount will be determined by methods used to determine previous Interim role adjustments and will be available upon request. OPTIONS: 1. Confirm Thomas McMonigle as Interim EMS Chief. 2. Reject Thomas McMonigle as Interim EMS Chief and advise the City Manager. RECOMMENDATION: 1. Confirm Thomas McMonigle as Interim EMS Chief.
