00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, January 23, 2023. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, jacemaskV are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandernic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at https-//pgi i� The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Uni an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff pers with specific factual information. Claims against the City, Council Members, or employees, as well individual personal appeals are not appropriate for citizens' forum.) I If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda, Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of January 9, 2023. 6. Receive December monthly financial report. 8. Receive December drainage report, 9. Receive demolition and code enforcement activity reports. 10. Approve a Resolution ordering the Regular Municipal Election for May 6, 2023. 11. Approve a Resolution authorizing execution of a Contract for Election Services with the Lamar County Elections Administrator. 12. Approve a Resolution authorizing a Joint Election Agreement between the City of Paris and Paris Independent School District. 13. Approve a Resolution authorizing a Joint Election Agreement between the City of Paris and North Lamar Independent School District. 14. Approve a Ground and Tower Lease Agreement with New Cingular Wireless, PCS, LLC for the East Water Tower, 600 Block of 251h N.E. Street. 15. Award a bid in the amount of $16,665.00 to Advance Alarm & Electronics, Inc. for the installation of a new Fire Alarm System at the City of Paris Railroad Depot Building. 16. Approve a contractor agreement with Advance Alarm & Electronics for installation of a new Fire Alarm System at the City of Paris Railroad Depot Building. 17. Approve the Final Plat of the Offutt Martin Luther King Jr. Drive Addition CB 274, Lot 1, Block A, LCAD Property 109933, located at 197 Martin Luther King, Jr. Drive. 18. Award a bid in the amount of $76,680.77 to Adam Bolton, LLC d/b/a IBEX Builds for construction of permanent restrooms in the Downtown Farmer's and Artisan Market. 19. Approve a contract in the amount of $76,680.77 to Adam Bolton, LLC d/b/a IBEX Builds for construction of permanent restrooms in the Downtown Farmer's and Artisan Market; and authorize the City Manager to execute all necessary documents. 20. Approve an Agreement with South Main Acquisitions, LLC for joint expenses related to tearing down the Belford Building and SMA Building located next door to the Belford Building; and authorize the City Manager to execute all necessary documents. 21. Approve Amendment No. 2 to the Hart Engineering Professional Services Agreement for engineering and asbestos service costs related to the SMA Building; and authorize the City Manager to execute all necessary documents. 22. Confirm the appointment of Thomas McMonagle as Interim EMS Chief. Regular Agenda 23. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Mitch Milam, Texas Land Direct, LLC for a change in zoning from a One -Family Dwelling District No. 3 (SF -3) to a Multi -Family Dwelling District No. 1 (MF -1) in the City of Paris, Block 281, Lot 6, LCAD 18409, located at 1610 N.E. 15th Street. 24. Discuss, conduct a public hearing and act on an Ordinance making minor Comprehensive Plan Amendments to the Future Land Use Map in the City of Paris. 25. Discuss, conduct a public hearing and act on an Ordinance approving Amendments to the Master Thoroughfare Plan in the Northeast Quadrant of the City. 26. Receive presentation regarding private funding for an Eiffel Tower to be constructed and placed inside the airport terminal at Cox Field Airport. 27. Receive presentation from Solid Waste Solutions regarding outsourcing of solid waste collection, and provide direction to staff. 28. Discuss and provide direction to the City Manager regarding Dead Cat Media serving as a branding manager. 29. Discuss and act on a Resolution awarding the City of Paris Grant Application and Administrative Services with GrantWorks, Inc. for the 2023 TxCDBG Main Street Program; and authorize the City Manager to execute all necessary documents. 30. Discuss and act on a Resolution awarding the City of Paris Grant Application and Administrative Services with GrantWorks, Inc. for the 2023-24 TxCDBG Community Development Fund; and authorize the City Manager to execute all necessary documents. 31. Convene into executive session pursuant to: • Section 551.071 of the Texas Government code, Consultation with Attorney, to receive legal advice from the City Attorney about (1) pending or contemplated litigation and/or (2) on matters in which the duty of an attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter. • Section 551.071 of the Texas Government code, Consultation with Attorney, to receive legal advice from the City Attorney about (1) pending or contemplated litigation and/or (2) on matters in which the duty of an attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflict with this chapter, to -wit: Houchins v. City of Paris. 32. Reconvene into open session and possibly take action on matters discussed in executive session. 33. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 34. Adjournment.
