MINUTES OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION
REGULAR MEETING
The Paris Economic Development Corporation met in their regular meeting on
Wednesday, October 16, 1996, at 4:00 P.M., in the City Hall North Annex Fire Training
Room, Paris, Texas. President Curtis Fendley called the meeting to order with the
-- following boardmembers present: Dick Amis, Michael Rhodes and Leon Williams.
Also present at this meeting were ex-officio boardmember Carl Cecil, Gary Vest, City
Manager Michael E. Malone, and City Attorney, T.K. Haynes.
President Fendley stated the next item on the agenda was approval of the minutes
from the previous meeting of the Paris Economic Development Corporation. He
asked if there were any corrections or additions to the minutes of the previous
meeting and there were none. President Fendley stated since there were no
corrections or additions to these minutes they stood approved as presented.

President Fendley asked Boardmember Dick Amis to give the financial report in the
absence of Mr. Gene Anderson, Director of Finance. Mr. Amis gave the report. Mr.
Fendley called for questions and there were none. Boardmember Michael Rhodes
made a motion, seconded by Boardmember Leon Williams that the report be
approved as presented. The motion carried unanimously.
President Fendley stated that there would not be a President's Report given at this
time, but he mentioned that the Annual Chamber of Commerce Banquet was held
this past month and that Campbell Soup was named the Industry of the Year.
President Fendley stated that the Director's Report would be covered later in the
meeting.
President Fendley stated the next item on the agenda was consideration of and
action on a resolution rescheduling the regular Wednesday meeting for the month
of November to Wednesday, November 20, 1996, due to a scheduling conflict.
City Attorney T.K. Haynes read the resolution.
Resolution No. 96-013, rescheduling the regular Wednesday meeting for the month
of November to Wednesday, November 20, 1996, at 4:00 o'clock, p.m., due to a
scheduling conflict.
President Fendley called for discussion on this resolution and there was none.
Boardmember Dick Amis made a motion, seconded by Boardmember Leon Williams,
that this resolution be adopted, and the Board voted unanimously to adopt the
PARIS ECONOMIC DEVELOPMENT CORPORATION
RESOLUTION NO. 96-013
WHEREAS, board members and staff have conflicts that would prevent attendance at
the regular meeting of the Paris Economic Development Corporation on November 13, 1996,
and it would be appropriate that the meeting be rescheduled for a date convenient for such
members and staff; NOW, THEREFORE,
BE IT RESOLVED BY THE PARIS ECONOMIC DEVELOPMENT
CORPORATION, that the November meeting be, and the same is hereby, rescheduled for
November 20, 1996, at 4:00 p.m.

President Fendley stated that the next agenda item was the discussion of drainage
on N.E. Loop 286 in the vicinity of the 34th Street intersection.
City Manager Michael E. Malone stated that with the recent construction of Kennedy
Ford there had been some drainage problems created which were not the fault of the
developer. He stated that there was some surface runoff which was causing
problems for some of the other merchants in the area that front on Loop 286. Mr.
Malone stated that in the initial conversation with the Texas Department of
Transportation that they did not feel that it was their obligation to provide funds to
correct the problem. Mr. Malone said there are no funds budgeted within the City
Budget to take care of this situation. Mr. Malone stated that they would be meeting
with the Texas Department of Transportation again regarding this situation. Mr.
Malone said that since this situation relates to business and economic development,
if we are not able to solve the problem then the City may come back to the Board at
a later date and request financial participation.
Mr. Malone asked City Engineer Earl Smith to give the Board some other details
concerning this situation. Mr. Smith stated that the existing culverts are too small
and the State has determined what size culverts need to be installed. He said that
TxDOT had indicated that if new culverts were installed, that they would require
safety end treatments and they would furnish these end treatments. Mr. Smith
stated the cost estimate to furnish and install the culverts is approximately
$40,000.00. He said that this cost estimate does not include the safety end
treatments.
City Manager Malone stated that the City intends to have some additional
conversations with TxDOT concerning this situation. He said that this item was
placed on the agenda in order to make the Board aware of the situation.
President Fendley called for discussion from the Boardmembers and there was
none. He said they would wait for the final outcome, and if it becomes necessary,
then the City Staff should advise the Board and the Board will discuss the situation
at that time.
President Fendley asked Mr. Vest to give the Director's Report. Mr. Vest advised,
that due to advertising, they had received thirteen responses since the last meeting.
He said that in a few days he will be attending the International Exposition of Food
Processors which is a show that we are doing in conjunction with Lone Star Gas
Company and T.U. Electric. He reported on BITCO's progress. He said the
Campbell Soup Project is moving ahead. He stated that he had made his Quarterly
Report to the City Council this month. Mr. Vest stated that City Attorney Haynes was
handling the Enterprise Zone Project and everything was moving ahead on this item.
Mr. Haynes stated that it was approved by the City Council.

President Fendley asked if .there was any other business. He asked the
Boardmembers to note their calendars that the next regularly scheduled meeting for
the month of November would be held on November 20, 1996, at 4:00 o'clock, p.m.
He declared the meeting adjourned.
