00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, February 27, 2023. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasb are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at htths //paristexas.Qov/y: ublic. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of February 13, 2023. 6. Receive reports and/or minutes from the following boards and commissions: a. Main Street Advisory Board (1-10-2023) b. Airport Advisory Board (11-17-2022) c. Building & Standards Commission (1-23-2023) d. Housing Authority of Paris (1-17-2023) 7. Receive January monthly financial report. 8. Receive January drainage report. 9. Receive demolition and code enforcement activity reports. 10. Approve a contract in the amount of $72,225.00 to Adams Lawn Service to mow 89.39 acres, and award a contract in'the amount of $14,060.00 to Green's Lawn Service to mow 12.02 acres. 11. Award the bid to Liberty National Bank to serve as the city's depository beginning March 1, 2023 and ending February 28, 2025. 12. Approve a Resolution to designate authorized signatories for the Texas Community Development Block Grant Program. 13. Approve a Resolution authorizing the submission of a Texas Community Development Block Grant Program application and adopting required CDBG Civil Rights Policies. Regular Agenda 14. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Chad Stephens on behalf of Kenda Taylor for a Comprehensive Plan Amendment from Low Density Residential (LDR) to Commercial (C) in Jefferson Heights, Block A, Lot 1 and Lot 22, located in the 3800 Block of S.E. Loop 286 and part of 3755 Jefferson Road (0.202 acre, LCAD 12434 and 22151). 15. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Chad Stephens on behalf of Kenda Taylor for a zoning change from a One -Family Dwelling District No. 2 (SF -2) to a Commercial District (C) in Jefferson Heights, Block A, part of Lot 1 (0.202 acre), located at 3755 Jefferson Road (LCAD 12434). 16. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Chad Stephens on behalf of Kenda Taylor for a zoning change from a General Retail District (GR) to a Commercial District (C) in Jefferson Heights, Block A, Lot 22, located in the 3800 Block of S.E. Loop 286 (LCAD 22151). 17. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Bailey Asay on behalf of Creative RE Investments, LLC for a Comprehensive Plan Amendment from Low Density Residential (LDR) to Medium Density Residential (MDR) in the PJ Willis & Bros. Addition, Block A, Lots 6 & 713, located at 1307 E. Polk Street (LCAD 20734). 18. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Bailey Asay on behalf of Creative RE Investments, LLC for a zoning change from a Two -Family Dwelling District (2F) to a Multiple -Family Dwelling District No. 1 (MF -1) in the PJ Willis & Bros. Addition, Block A, Lots 6 & 713, located at 1307 E. Polk Street (LCAD 20734). 19. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of P - Town Property Holdings, LLC for a Comprehensive Plan Amendment from Low Density Residential to Medium Density Residential (MDR) in the City of Paris, Block 258-A, Lot 2A, located at 410 N.E. 20"' Street (LCAD 18256). 20. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of P - Town Property Holdings, LLC for a zoning change from a One -Family Dwelling District No. 2(SF-2) to a Multiple -Family Dwelling District No. 1 (MF -1) in the City of Paris, Block 258-A, Lot 2A, located at 410 N.E. 20'h Street (LCAD 18256). 21. Discuss and act on the appointment of a City Council liaison to serve on the Paris Development Code Planning & Zoning Sub -Committee. 22. Receive the Paris Economic Development Corporation 2022 Annual Report. 23. Discuss and take possible action regarding a proposal to enter into a contract with Solid Waste Specialists to prepare an RFP for outsourcing the collection of residential and commercial garbage; and authorize the City Manager to execute all necessary documents. 24. Discuss and act on an Ordinance Declaring Unopposed Candidates in the City Council District 4 and 5 for the May 6, 2023 General Election be Elected to Office and Determining that no General Election be held in Districts 4 and 5. 25. Discuss and act on an Ordinance Amending Chapter 6, Article 6.02, Section 6.02.004, "Seniority Pay" of the Code of Ordinances of the City of Paris, Texas, relating to seniority pay in the Fire Department. 26. Introduction of Kimmie Snowton, the City's new Community Outreach Coordinator for the Paris Police Department. 27. Convene into executive session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that he governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: • Project Red Maple • Project Clydesdale 28. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 29. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 30. Adjournment.
