06 - Boards & Commissions - MinutesItem No. 6 MINUTES OF THE MAIN STREET BOARD MEETING OF THE CITY OF PARIS, TEXAS 10 JANUARY 2023 The Main Street Board of the City of Paris met for a regular session at 4:30 p.m. on Tuesday, January 10, 2023 at the Paris City Hall, Paris City Council Chambers, 107 E. Kaufman Paris, Texas 75460. Present: Board Members: Greg Kee, Tracy Dougherty, Glee Emmite, William Walker, Tyrone Hayden, Kari Daniel City Representatives: Cheri Bedford, Main Street Manager; Andrew Mack, Director of Planning & Community Development; Rob Vine, Assistant City Manager Absent: Board Members: Chad Lindsey City Representatives: Becky Semple, Visitors & Convention Council Liaison; Mahir Pankaj, City Council Liaison; Shatar Moore, City Council Liaison Call meeting to order. Greg Kee, Chairman, called the meeting to order at 4:32 p.m. 2. Citizens' Forum. None. Approve minutes from the meeting of December 13, 2022. A Motion to approve the minutes was made by Board Member Tyrone Hayden and seconded by Board Member William Walker. Motion carried, 6 ayes — 0 nays. 4. Receive Activity Report from Glee Emmite regarding City Maps. Noted that as soon as maps are printed they become out of date, things change. Maps are printed annually at a cost of approximately $700 for 500 maps. Glee proposed the free app Distrix, a national resource, is promoted more. Maps are passed out to the hotels. Question was asked, "Could the Chamber of Commerce share the cost using their hotel. tax?" Cheri Bedford highlighted Georgetown, Texas uses a single sheet map. Glee Emmite and Tracy Dougherty volunteered to update Kari Daniel and Marvin Gorley with current businesses and locations downtown. William Walker needs current log in information to update Distrix. Murals and activities can be added. Glee will send him professional photos of murals. Discuss with Chad Lindsey to work on walking tour of downtown. Receive Activity Report from Greg Kee regarding Wine Fest. Greg is scheduled to approach restaurants to participate in the Wine Fest in April. Cheri has 4 applications from wineries with 2 more on the way. There are 7 confirmed locations, 1 on the way, 2 more locations are needed. Need sponsorship for the lanyards and 2 banks to do $550 sponsorships. Wine glasses and bags are sponsored. Discussed next year extending the hours of the wine fest. Receive Activity Report on Mini Golf. March 181" 11 — 5 p.m. Chelsea Michael, PDA President, is coordinating a beer crawl for the same day. Lisa Archer, PDA Secretary, is coordinating businesses to host a golf hole. Cheri has the trophy that is awarded for Best Green. Score card is $5, under 13 play free. Glee is working on getting golf clubs and balls. Receive report from Andrew Mack regarding Farmer's Market Restroom. Farmer's Market restroom. build received one bid and will go before the January 23r`' City Council meeting for approval. Receive Main Street Coordinator's Report from Cheri Bedford. Needs someone to set up volunteer events in signup genius. Attending a Conference Jan 27 This Thursday changes in road striping will begin on Clarksville in front of the Iphone store. Downtown Traffic study conclusion — stop signs will not be allowed.. Moving forward will focus on promoting safety. The key goal is to slow down traffic. The Toole Design Plan recommends two way traffic. Chad Lindsey and Glee Emmite will serve on a task force to study downtown traffic. Discussion on how to best promote events. Visit Paris Texas is managed by Deadcat Media for the Chamber of Commerce. Visitparistx — is managed by a private citizen and focuses on. downtown. The Downtown Paris Texas Facebook Page violated FB policies in the past so events can be created but can't be boosted. 5. Future Agenda Items : Work Plan 6. Adjournment. Owner: Naomi F Bates Deceased there are three siblings and they have Attorney George Preston working with Judge Bell on an order of sale. Amba Bates is present and she and her husband have been maintaining the property. They have a buyer for the property. George is asking for addition time on this property. Robert Talley stated the property is unsecure, missing wood, roof leaking, ceiling damage, water damage, holes in floor, rotting wood and holes in walls. Robert Talley's recommendation: Secure 14 days, repair in 90 days, or it comes back to the commission. Motion made by Adam Bolton, seconded by Kim Walker, to follow staff recommendation. E. 320 & 324 SE 6th; City Block 116, Lot 6 Owner: Vicente & Anna Flores 59 12th SE Paris, TX 75460 Vicente & Anna Flores Present Robert Talley stated the structure has deteriorated wood, rotting wood, missing bottom plate, foundation damage, it's sinking in the ground, ceiling peeling, the back is collapsing, roof leaks and cracks on the ceiling inside. The Flores asked for more time. They are giving the property to a friend and the friend has the means to fix it up. Discussion on how long the process to transfer the property would take. Robert Talley stated that once the property is transferred to the new owner and they state work on the structure it can always come back to the commission if progress is being made. The City of Paris building inspectors would have to be satisfied and building permits would have to be pulled. Paula Portugal: 2020 38t NE City Council member stated giving an extension would be wasting time, and she disagrees with giving them 60 days instead of 30 days. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Mike Folmar, seconded by Kim Walker, to follow staff recommendation. Motion carried unanimously. 6-0 I . 710 W Henderson; Jones Addition block 1, Lot 5 & 6 Owner: Minnie V Williams 1235 7th NW Paris, TX 75460 Minnie Williams and daughter Michelle Williams (501 Stage Coach Way Grand Prairie, TX) present. Robert Talley stated the structure is deteriorating, paints missing, holes in roof, sinking, foundation damage, bottom plate rotting, sinking of foundation and missing and deteriorating wood. Michelle Williams wanted more time. Michelle and her husband have help to demo the house and dispose of the debris. Robert Talley's recommendation: Leave original orders. No motion needed. Previous order stands. Adam Bolton left the meeting at 3:45pm. F. 401 E Sherman; City Block 141, Lot 11 Owner: James E & Melva J Bell 1141 16th NE Paris, TX 75460 James Bell present Robert Talley stated the structure carne to the commission in the past but was tabled by Commission. Nothing has been done in six months and now the back is collapsed. James Bell stated that he has been working on the structure to tear it down. This is why it looks worse than it did earlier. James is trying to save the front of the house but he's 75 and working by himself. He asked for more time, 90 days. Discussion of previous pictures and new pictures. They all agree that work has been done with the property looks worse due to the work. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Richard Thompson, seconded by Kim Walker, to follow staff recommendation. Motion carried unanimously. 5-0 A. 965 W Austin; City Block 131, Lot 7-B Owner: Joyce Freeman 655 S Main Paris, TX 75460 Joyce is deceased and his son William Freeman has been in contact. Robert Talley stated there is lots of junk and rubbish and there was a camper there but it has been removed. The renters have been evicted. Items need removed are buckets, metal, toilet, brush, limbs, tires, appliances, mattresses, plastic tables, boxes of rubbish, auto seats, broken windows, drop clothes, litter, water heater, bags of trash, fan, T.V., broken lawn mowers, lumber, bricks and other junk and rubbish. Robert stated that the structure will be coming to the commission soon. Robert Talley's recommendation: Declare a nuisance, remove rubbish within 30 days, or city has right to do so. Discussion of civil penalties, you can only put civil penalties on structures, not rubbish cases per Stephanie Harris, City Attorney. Discussion of the same owner's properties coming to commission over and over. Robert explained we are taking them to court and abatement their properties and filing liens on them. Motion made by Richard Thompson, seconded by Chris Fitzgerald, to follow staff recommendation. Motion carried unanimously. 5-0 B. 335 E Cherry; City Block 60-B, Lot 9A Owner: Joe Moten 1443 Lynton Ave Wilmington, CA 90744 Robert has had contact with Joe Moten. Robert Talley talked to Mr. Moten and he said that Thomas Moten has not rights to be on the property. Mr. Moten has filed criminal trespass against Thomas Moten with the Paris Police Department. Joe is doing everything he can to get the property cleaned up. Thomas Moten is living on the property in a camper. Joe started living in his truck on the property, then stayed in a tent and now a camper. Robert Talley's recommendation: Declare a nuisance, remove camper and junk and rubbish within 30 days, or city has right to do so. Motion made by Kim Walker, seconded by Mike Folmar, to follow staff recommendation. Motion carried unanimously. 5-0 C. S Main; City Block 2, Lot 5-A Owner: We Reit LLC TLLC PO Box 876 Paris, TX 75461-0876 No contact from owner this time but usually we do. This is a Harrison and Walker business. Robert Talley stated that this is a vacant lot downtown, no structure on lot but loose bricks on walls on the front north corner and if they fall it will fall on the sidewalk. There are other loose bricks throughout the structure. Robert Talley's recommendation: Declare a nuisance, remove or repair wall bricks within 30 days, if not this will come back to the commission. Motion made by Richard Thompson, seconded by Mike Folmar, to follow staff recommendation. Motion carried unanimously. 5-0 G. 731 SE 3''d; City Block 146, Lot 1 Owner: Obrien McDonald 731 SE 3rd Paris, TX 75460 No Contact Robert Talley stated that the structure caught on fire last November or December. This structure is a total loss, the roof is caved and collapsed. Robert Talley's recommendation: Declare a nuisance, remove rubbish and demo structure within 30 days, or city has right to do so. Motion carried unanimously. 5-0 H. 436 E Austin; City Block 117, Lot 1 Owner: Ray R Legate 1405 Augusta Dr. Savannah, TX 76227 No Contact. Robert Talley stated that the structure is vacant, unsecure, roof peeling up, missing and deteriorated wood, carport on ground, holes in roof and junk and rubbish inside of structure. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Kim Walker, seconded by Chris Fitzgerald, to follow staff recommendation.
