02/08/2023 MinutesMINUTES OF THE REGULAR HISTORIC PRESERVATION COMMISSION MEETING OF THE CITY OF PARIS, TEXAS February 8, 2023 The Historic Preservation Commission of the City of Paris met for a regular session at 4:00 p.m. on Wednesday, February 8, 2023, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Board Members: Chris Dux, Matthew Coyle, Linda Vandiver, Jennifer Long, Jessica Holtman, Glee Emmite City Staff: Cheri Bedford, Historic Preservation Officer; Andrew Mack, Director of Planning & Community Development; Rob Vine, Assistant City Manager; Linda Knox, District Council Member Absent: Board Member: Laura Caffey, Ryan Matthews Guests: Sandra Ables, Courtney Farmer Call meeting to order Chairman Dux called the meeting to order at 4:02 p.m. 2. Citizens Forum No one came forward to speak at citizens forum Review and approve the minutes of the January 11, 2023 meeting. The minutes of the January 11, 2023 meeting were approved by acclamation 4. Review and take action on the Verification of Construction form for property located at 131-135 Lamar Ave, removal of window slip covers, evaluation of windows, and replacement in kind, paint the windows and property,. The Commission reviewed all the applicable fagade work that was approved and completed for the Tax Exemption for the Rehabilitation of Historic Structures by property owner Ms. Karolyn Moore on the Certificate of Appropriateness COA-22-1003, removal of metal slipcover on transom windows, evaluate, and replace with approved custom wooden window to match the existing transoms. A motion to approve this item was made by Commissioner Holtman and seconded by Commissioner Emmite. Motion Carried 6 ayes -0 nays. 5. Review and take action on the Fagade grant reimbursement in the amount of $2500 for 30 E. Price, & 140 N. Main painting exterior structure. Historic Preservation Commission February 8, 2023 Page 2 The Commission reviewed photos the work approved in the Certificate of Appropriateness COA-22-1466 painting the entire building and replacing awnings on the Main Street storefront. A motion to approve this item was made by Commissioner Coyle and seconded by Commissioner Emmite. Motion carried 6 ayes -0 nays A motion to recuse Commissioner Coyle was made by Commissioner Vandiver and seconded by Commissioner Emmite. Motion Carried 5 ayes -0 nays. 6. Review and take action on the Facade grant reimbursement in the amount of $2500 for 7 S. Plaza, Storefront remodel, Sandra Ables, Matthew Coyle Matthew Coyle and Sandra Ables were present to answer questions. The commission reviewed photo documentation submitted for the completed street level fagade work as described and presented on COA 22-1883. A motion to approve this item was made by Commissioner Long and seconded by Commissioner Holtman. Motion carried, 5 ayes -0 nays. 7. Review and take action on the Verification of Construction for Tax Exemption for Rehabilitation of Historic. Storefront remodel at 7 S. Plaza.- Sandra Ables, Matt Coyle The Commission reviewed all the applicable fagade work that was approved and completed for the Tax Exemption for the Rehabilitation of Historic Structures. The applicants requested a verification of construction approval for the work completed on 7 S. Plaza as presented on COA-22-1883. A motion to approve this item was made by Commissioner Emmite and seconded by Commissioner Vandiver. Motion carried 5 ayes -0 nays. A motion was made to bring Matt Coyle back to the dais by Commissioner Vanidver and seconded by Commissioner Long. Motion carried 5 ayes 0 nays. Public hearing and consideration of and action on the application for the demolition of a structure located in the CITY OF PARIS, BLOCK 157, LOT PT 12 & 12-A, 965 SW 1 ST being located at 965 SW 1st Street St Chairman Dux opened the public hearing and invited anyone in the audience to speak for or against this item. No one came forward to speak for or against the demolition of the accessory structure located at the rear of the property on 965 1St SW. Chairman Dux closed the public hearing. 9. Discussion and possible action on the following Certificate of Appropriateness- Mr. Gary Moore. Demolition of a structure located in HD -2, 965 SW 1 st St. Historic Preservation Commission February 8, 2023 Page 3 The Commission reviewed photos of the shed in question, and the new site plan of the property. They determined there was no historical significance on the shed. A motion to approve this item was made by Commissioner Holtman and seconded by Commissioner Coyle. Motion carried, 6 ayes -0 nays 10. Discuss and make recommendation for increase in Fagade Grant amount. The commission agreed to appoint a sub -committee. The sub -committee will review the existing facade grants applications and requirements for process improvement and updating the current fonns. They will then make a recommendation on an increase amount and requirements as additional budgeted funds allocated by City Council. Chairman Dux agreed to serve on the committee, and Cheri Bedford would recruit commissioners for availability. Councilwoman Knox, Maureen Hammond of the PEDC Executive Director, and Paul Allen, Chamber of Commerce Executive Director, a realtor and contractor were all suggested to attend the discussion to hear about the incentives offered in the Historic District. 11. Appointment a subcommittee for the Imagine the Possibilities tours May 13. Cheri Bedford registered the City of Paris for the Image the Possibilities Tour marketing with the Texas Historic Commission and is waiting to hear from them on approval. She is looking for Commission representation to assist in planning with the other partners, the Lamar County Historic Commission and Harrison Walker and Harper to put on an event. Chairman Dux and Laura Caffey were appointed as a sub -committee. 12. Coordinators Report: Cheri Bedford gave an update on the Minor Certificates approved in house. The updated included information on the repairing of stained glass windows on the First Baptist Church, and the removal of the metal slip cover at 136 Clarksville (fornier restaurant). She is meeting with new property owner 4 N. Plaza to discuss his future plans. Cheri and Andrew have met with the Elder John Flowers, the pastor of the Hospitality Church of God in Christ at the church building about his church hosting a public meeting for the Pine Bluff Fitzhugh Historic District designation on April 27"' at 5:30 p.m. Plans for a video presentation, a walking tour, and information on incentives and schedule of next steps to the designation of the district will be presented. Cheri will meet with Nancy Klein, who will be bringing some research by the late Louise Hagood for the Pine Bluff Fitzhugh neighborhood in its earlier years. 13.
