Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, March 1.3, 2023. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, ,face masks
are encouraged.f6r those in attendance of'the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at httt)s://r.)aristexas.(,,ov/r.)ublic. The matters to be
discussed and acted upon are as follows:
Opening Agenda
L Call meeting to order.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' roman_)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Receive reports and/or minutes from the following boards and commissions:

b. Planning & Zoning Commission (2-6-2023)
c. Historic Preservation Commission (2-8-2023)
6. Accept bids and award contracts for the purchase of roadway materials to the lowest
responsible bidder(s).for the twelve-month period begin ningApril .1, 2023; and authorize
the City Manager to execute all. necessary documents.
7. Approve the proposal from McClanahan & Holmes to perform an. independent outside
audit on the City's financial records for the periods ending September 30, 2023,
September 30, 2024, and September 30, 2025.
Regular Agenda
8. Discuss and approve a contract with Public Consulting Group (PCG) to provide services
related to completion of the Medicare Ground Ambulance Data Collection Survey; and
authorize the City Manager to execute all necessary documents.
9. Discuss and act on a Resolution approving the Texas Term Sheet for the Texas Opioid
Abatement Fund Council and Settlement Allocation; and authorize the City Manager to
execute all necessary documents.
10. Discuss and act on the following subdivision participation and release forms for the
following opioid settlements; and authorize the City Manager to execute all necessary
documents:

11. Convene into executive session pursuant to Section 551.087 of the Texas Goverranent
Code, (1) to discuss or deliberate regarding commercial or financial information that the
governmental body has received froin a business prospect that he governmental body
seeks to have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development negotiations; or
(21) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows:

12. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session..
13. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
