11 - Fair Housing AnalysisItem No. 11 TO: Mayor, Mayor Pro -Tem & City Council FROM: Robert G. Vine, Assistant City Manager SUBJECT: Fair Housing Analysis Associated with TXCDBG Community Development Fund and Main Street Fund Applications DATE: March 27, 2023 BACKGROUND: The Texas Department of Agriculture offers funding sources through the Texas Community Development Block Grant Program to non -entitlement communities across Texas. The City of Paris is applying for two separate fund categories in the coming weeks. In an effort to gain additional points in each of these applications, the City can perform various efforts to promote Fair Housing within the City. STATUS OF ISSUE: The City is working with GrantWorks, Inc. to complete these applications. GrantWorks, Inc. has completed a high-level review of current housing stock and impediments to Fair Housing within the City utilizing available census data. This analysis provides recommendations regarding Fair Housing and should allow the City to gain the additional points related to the two TxCDBG applications being submitted by the City. BUDGET: The acceptance of the analysis will have no impact on the City's budget RECOMMENDATION: Accept the Fair Housing Analysis as presented. In conjunction with the acceptance of grant funds from the Texas Community Development Block Grant Program (TxCDBG) program of the U.S. Department of Housing and Urban Development (HUD), the City of Paris must affirmatively further fair housing (AFFH) and uphold the 1968 Fair Housing Act. The Fair Housing Act prohibits discrimination based on disability, familial status, race, color, religion, sex, or national origin. The Fair Housing Data table provides basic data on the availability of housing types to those protected classes. The following paragraphs discuss each protected group. 0 Disability (Table S1810): According to the 2017-2021 American Community Survey (ACS), approximately 19.4% of residents in Paris (estimated 4,648 residents) have a disability;' this figure is higher than the state-wide average —12.1%of all Texans. An estimated 58.5% of Paris residents with a disability are over 74 years old. It is not known how many single- family homes in Paris fully meet ADA accessibility standards. v Familial Status: As measured by the number of bedrooms available, a variety of rental properties and homes for ownership are available to accommodate families, as well as single occupants. vRace & Ethnicity (Table DP05): The minority population in the City of Paris is 32.4%, and 9.1% are Latino or Hispanic. Impediments to additional fair housing: As shown in the data below, there are 1,577 vacant single-family houses. Additionally, Paris does have numerous LIHTC facilities however, it has not kept pace with general housing demands in a growing city. Recommendation: Paris may consider future grants that increase available low-income housing. It is recommended that the Paris take future action to increase new construction or rehab of affordable housing stock by considering incentivizing developers and builders through waived fees or other means. 1 In the 2017-2021 American Community Survey, individuals were classified as having a disability if they had hearing difficulty, vision difficulty, cognitive difficulty, ambulatory difficulty, self-care difficulty, and/or independent living difficulty.
