MINUTES OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION
REGULAR MEETING
January 12, 2000
The Paris Economic Development Corporation met in a regular meeting on
Wednesday, January 12, 2000, at 4:00 P.M., in the City Council Chambers, City Hall,
Paris, Texas. President Michael Rhodes called the meeting to order with the
following boardmembers present: Dick Amis, Jay Guest, and Donald Wall. Also,
present were ex-officio boardmembers Bobby Walters, Chamber Chairman Paul
Swasko, Mayor Charles Neeley, Executive Director Gary Vest, City Manager Micha, el
E. Malone, and City Attorney Larry Schenk.
President Michael Rhodes stated that the next item on the agenda was approval of
the minutes from the previous meeting of the Paris Economic Development
Corporation. He asked if there were any corrections or additions to the minutes of
the previous meeting, and there were none. Boardmember Dick Amis made a
motion, seconded by Boardmember Jay Guest, that the minutes be approved as
presented. The motion carried unanimously.
President Rhodes asked Gene Anderson, Director of Finance, to give the financial
report for the month of December. Mr. Anderson gave the financial report. Mr.
Anderson stated that he would be glad to answer any questions concerning this
report. Boardmember Dick Amis made a motion, seconded by Boardmember Jay
Guest, that the financial report be approved as presented. The motion carried
unanimously.
President Rhodes asked Gary Vest to give the Director's Report. Mr. Vest discussed
responses received due to the advertising program and stated that he had made the
Annual Report to the City Council on Monday, January 10, 2000. He gave copies of
this report and the Quarterly ACCRA Survey to each Boardmember present, and he
discussed the Annual Report which was a summary of activities for 1999. He also
discussed a recent meeting with T.N.R.C.C. He mentioned the possibility of a shell
building project in the near future, and stated that this project needs to be given
strong consideration. He discussed the possible method of construction for a
project of this type, and the steps in drawing up plans/specifications and in
obtaining permits. Mr. Vest stated that the Paris Industrial Foundation property
should be considered in this project. After discussion by the Board, it was their
consensus that serious consideration be given by the Staff for the preparation of a
proposal for another model building project in the near future, and presentation to
the Board as an agenda item.
President Rhodes stated the next item on the agenda was receipt of the annual audit
report for the Paris Economic Development Corporation for fiscal year ending
September 30, 1999, and he asked Ms. Johnna McNeal of Malnory, McNeal and
Company, Certified Public Accountants, to discuss this item. Ms. McNeal discussed

the audit report and called for any questions concerning this report. There were no
questions concerning this report. Boardmember Guest made a motion seconded by
Boardmember Amis to approve the annual audit report as presented. The motion
carried unanimously.
President Rhodes stated that the next item on the agenda was consideration of and
action on authorizing Mr. Vest to employ Mr. James Wyatt of Venture Video/Audio
Productions to compile a video production to be used for presentation to
prospective clients concerning the Paris area.
City Attorney Larry Schenk read the resolution.

Resolution 2000-001-approving and authorizing professional services on behalf the
Paris Economic Development Corporation by Mr. James Wyatt of Venture
Video/Audio Productions for the purpose of compiling a video production to be used
for presentation to prospective clients concerning the Paris area, and authorizing
the Director of the Paris Economic Development Corporation to execute any and all
documents related thereto.
Boardmember Dick Amis made a motion, seconded by Boardmember Don Wall that
this resolution be adopted, and the Board voted unanimously to adopt the
resolution.

A RESOLUTION OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION
APPROVING AND AUTHORIZING PROFESSIONAL SERVICES ON BEHALF OF THE
PARIS ECONOMIC DEVELOPMENT CORPORATION BY JAMES WYATT OF
VENTURE VIDEO/AUDIO PRODUCTIONS FOR THE PURPOSE OF COMPILING A
VIDEO PRODUCTION TO BE USED FOR PRESENTATION TO PROSPECTIVE
CLIENTS CONCERNING THE PARIS AREA; AUTHORIZING THE DIRECTOR OF
ECONOMIC DEVELOPMENT TO EXECUTE ANY AND ALL DOCUMENTS RELATED
THERETO; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Paris Economic Development Corporation has identified the need for the
compilation of a video production for presentation to prospective clients concerning the Paris area;
and,
WHEREAS, the Paris Economic Development Corporation has actively sought a qualified
professional to prepare and compile the necessary video production; and,
WHEREAS, James Wyatt of Venture Video/Audio Productions is professionally trained,
experienced, and qualified to prepare such a production and has indicated a desire to perform such
professional services in return for appropriate consideration on behalf of the Paris Economic
Development Corporation; NOW, THEREFORE,
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE PARIS ECONOMIC
DEVELOPMENT CORPORATION:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the Paris Economic Development Corporation does hereby approve and
authorize the employment of James wyatt of Venture Video/Audio Productions to perform
professional services in accordance with the written proposal attached hereto as Exhibit A on
behalf of the Paris Economic Development Corporation for the compilation of a video production
to be used for presentation to prospective clients concerning the Paris area.
Section 3. That the Director of Economic Development of the Paris Economic
Development Corporation is hereby authorized to execute any and all agreements appropriate to
retaining the professional services of James Wyatt to prepare the aforesaid video production,
subject to funding limitations as established by the Board for such service.
Section 4. That this resolution shall be effective from and after approval by the Board.

Shop wisely, not all CD Plants manufacture equal quality discs. CD
duplication is a complicated process and quality varies. There are many
fine Plants to use if you have an Audio CD project, but for the high
tolerances required for CD-ROM production, there are only a handful of
Plants we release our orders to.

find that their discs don't perform as well as they should due to
unadaptable block error rates, birefringence, pit geometry, reflectivity, jitter, etc. To
