MINUTES OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION
REGULAR MEETING
OCTOBER 23, 2000
The Paris Economic Development Corporation met in regular session on
Monday, October 23, 2000, 12:00 P.M., at Heritage Hall, 1009 West Kaufman
Street, Paris, Texas. President Michael Rhodes called the meeting to order
with the following board members present: Jay Guest, Melba Harris,
Michael Dunn, Terry Christian, and Don Wall. Also present were ex-officio
board members PJC President Bobby Walters, Mayor Michael J. Pfiester,
Executive Director Gary Vest, and City Manager Michael E. Malone.
Assistant City Attorney Stephanie Harris, City Clerk Mattie Cunningham,
and Finance Director Gene Anderson were also in attendance.
President Rhodes announced that the board members had been furnished
minutes of previous meetings of the Paris Economic Development
Corporation. He asked if there were any corrections or additions to the
minutes of the previous meeting, and there were none. Director Don Wall
made a motion, seconded by Director Jay Guest, for approval of the
minutes as presented. The motion carried unanimously.
President Rhodes asked Gene Anderson, Director of Finance, to give the
-- financial report for the month of September. Mr. Anderson gave the
financial report. Mr. Anderson reported that the sales tax was $87,471.00
for the last month's collection compared to the same month last year of
$67,370.00, which is a substantial increase in the sales tax. Mr. Anderson
also handed out a break-down of the sales tax from fiscal year 1993-94
through fiscal year 1999-2000.
A motion was made by Director Melba Harris, seconded by Director Don
Wall, for approval of the financial report. The motion carried unanimously.
President Rhodes asked Mr. Gary Vest to give the Executive Director's
Report. Mr. Vest reported that they were furnished four prospects through
e-mail and that they have responded to those. Mr. Vest said that they had
attended a Northeast Texas Roundtable meeting. Mr. Vest discussed with
the board members the possibility of using sales tax to pay daycare for
employees that are in need of that type service. Mr. Vest also discussed
the loop property advising that they had filed a paper appeal, which was
posted without any money.
-- At 12:20 P.M. President Rhodes announced that the Board would go into
Executive Session in accordance with Section 551.086 of the Open
Meetings Act, to discuss pending negotiations and commercial or financial
information from business prospects regarding the following:
A. Discuss financial information regarding loan guaranty for
Southwestern Foundry.
President Rhodes excused himself from the Executive Session due to a
conflict of interest.
After discussion of this item, President Rhodes returned to the Executive
Session. The Board then took up Item B under the Executive Session:
B. In accordance with Sec. 551.074 of the Open Meetings Act,
performance evaluation of the Assistant Director.
At 1:25 P.M. President Rhodes announced that the Board would go back
into open session.
President Rhodes called for consideration of and action on a resolution
approving a guaranty loan for Southwestern Foundry.
After discussion, a motion was made by Director Don Wall, seconded by
Director Jay Guest, to table action on the resolution. The motion carried
unanimously.
President Rhodes called for consideration of and action on a possible
salary adjustment for the Assistant Director.
A motion was made by Director Jay Guest, seconded by Director Melba
Harris, to increase the salary of the Assistant Director by $5,000.00 per
annum. The motion carried unanimously.
President Rhodes asked if there was any other business and there being
none, he declared the board meeting adjourned.
