03/08/2023 MinutesMINUTES OF THE HISTORIC PRESERVATION COMMISSION MEETING OF THE CITY OF PARIS, TEXAS March 8. 2023 The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a regularly scheduled meeting on Wednesday, March 8, 2023 at the City Council Chambers. Present: Guests: Absent: Board Members: Matt Coyle, Ryan Matthews, Glee Emmite, Laura Caffey, Linda Vandiver, Jessica Holtman, Chris Dux arrived after the meeting began. City Representatives: Cheri Bedford -Historic Preservation Officer Andrew Mack, Director of Planning and Community Development Board Members Call meeting to order. Rob Vine, Assistant City Manager Linda Knox, Council Liaison Judy Malone, Ray Pierce Jennifer Long Matt Coyle, Vice -Chairman called the meeting to order at 4:00 p.m. 2. Citizens' Forum. No one came forth to speak during the Citizens' Forum. 3. Approve minutes from the meeting of February 27, 2023 special meeting: The minutes were approved by acclamation 4. Discussion and possible action on the COA of First Baptist Church 207 Church Street. The church is proposing only repairs, which would only require a Minor COA, but since they want to apply for a Facade Grant, they are submitting a full COA. Andrew Kerley represented First Baptist Church. Repairs are needed on the front steps, which was initially built with wood structure and they want to use steel structure. The original stone steps will be used. In addition they plan to clean the masonry and repair some of the decorative masonry on the east side the building. Some of the cornice and concrete work has fallen off and is unsafe, a Commissioner Dux asked about the three different levels of proposal for the steps. Mr. Kerley stated they will do the full repair which is option 3. Commissioner Dux state that all aspects of the COA appear to be in compliance with the design standards. A motion to approve this COA was made by Commissioner Dux and seconded by, Commissioner Matthews. The motion carried 7 ayes -0 nays. Discussion and possible action on the facade grant application in the amount of $2,500 by First Baptist Church, 207 Church Street. A motion to approve the faqade grant application in the amount of $2,500 was made by Commissioner Holtman, and seconded by Commissioner Dux. The Motion carried 7 ayes, 0 nays. 6. Faqade Grant Committee Report. There were 2 meetings of the committee. Present at the first meeting were Commissioner Matthews, Commissioner Long, Councilor Knox, Sherrie White, Maureen Hammond, Rob Vine, Andrew Mack, and Cheri Bedford. The committee looked at what different cities across Texas are doing as well as Goshen, IN. Commissioner Matthews reported that the committee recommended increasing the Commercial Building Fagade Grant up to 50% or $5,000, up to 50% or $2,000 for Residential Faqade Grant and up 50% or $1,000 for signage. The committee also proposed reducing the frequency for which one could apply from two years to one year. THC will prepare renderings for signage. Mr. Mack stated it will be studied to make the signage grant a separate process. He also stated that there is no indication that the city had formally adopted the faced grant program. He recommended it be presented by HPC to the City Council for adoption. 7. Coordinator's Report The Tax Credits Specialist, Austin Lukes, from THC visited with downtown property owners. Five downtown property owners are interested in using the tax credits for renovations. About twenty-five current and future property owners attended the meeting on March 7, in which Mr. Lukes made a presentation. There is a Main Street national meeting the end of March, Wine Fest will be in April and tickets are already being sold. Staff has looked at some more traffic calming methods, The May 13 Imagine the Possibilities Tours are in the planning stage. The Historic Presentation Commission has an historical marker that they want to unveil. Cheri is working on getting all of our applications on-line.
