09 - Supporting Application to TxDOT 2023 Transportation Alternatives - Bike Lanes ProjectItem No. 9 TO: Mayor Mayor Pro Tem City Council FROM: Todd Mittge, City Engineer SUBJECT: TxDOT Transportation Alternatives Bike Lane Grant Application — City of Paris (TA Program) — 1St Street SW Bike Lanes DATE: May 8, 2023 BACKGROUND: In December of 2022, Texas Department of Transportation (TxDOT) sent out a call for applications for Transportation Alternatives Set -Aside (TASA) projects throughout the state of Texas. Any local agency can apply for funding for sidewalk projects, bike lanes, shared use paths, or other projects not primarily related to motor vehicles. The City of Paris applied for an on -system bike lane project along 1St Street SW from Hearne Avenue to Kaufman Street, and has been selected in the first round of projects to progress to the second and final round of selection. For final selection, TxDOT will compare projects between local agencies statewide and gage several factors before projects are funded. One of the selection criteria is public support for the potential project. A resolution from the City Council will help show public support for this project. If this project is selected, 5' bike lanes would be placed on existing pavement northbound and southbound using durable thermoplastic material (similar to the material used to make thick crosswalk lines) and have vertical delineators between the bike and traffic portion of the roadway. No new pavement would be constructed. These proposed bike lanes would connect to the Northeast Texas Trail (NETT) at Hearne Avenue, providing cyclists a safe route from the NETT to Historic Downtown Paris. This project was included as a recommendation in the Toole Group memo to the city in 2019. STATUS OF ISSUE: Staff has reviewed the resolution is presenting to the City Council for consideration. The final submission to TxDOT will be in early June 2023. BUDGET: The estimated budget for this project is approximately $276,000. If selected, TxDOT would contribute 80% (or approximately $220,800), and the city would be responsible for 20% (or approximately $55,200). If the project is. selected by TxDOT, the City of Paris is not bound in any way to construct the project. The Council will vote at a later time once funding has been secured, and matching funds are being considered. RECOMMENDATION: Staff recommends approval of the resolution supporting the Transportation Alternatives Set -Aside grant application. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS SUPPORTING CITY OF PARIS, TEXAS' APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION'S 2023 TRANSPORTATION ALTERNATIVES SET-ASIDE (TA) CALL FOR THE CITY OF PARIS (TA PROGRAM) -1sT STREET SW BIKE LANES PROJECT. WHEREAS, the Texas Department of Transportation issued a call for projects in December 2022 for communities to apply for funding assistance through the Transportation Alternatives Set -Aside (TA) Program; and WHEREAS, the TA funds may be used for development of preliminary engineering (plans, specifications, and estimates and environmental documentation) and construction of pedestrian and/or bicycle infrastructure; and WHEREAS, the TA funds require a local match, comprised of cash or Transportation Development Credits (TDCs), if eligible; and WHEREAS, The City of Paris, Texas would be responsible for all non -reimbursable costs and 100% of overruns, if any, for TA funds; and WHEREAS, the City of Paris, Texas has applied for and passed the first round of judging for the City of Paris (TA Program) - 1St Street SW Bike Lanes project from Hearne Street to Kaufman Street, and is in consideration for final selection by the Texas Department of Transportation; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris supports funding City of Paris (TA Program) - 1St Street SW Bike Lanes project as described in the 2023 TA Detailed Application (including the preliminary engineering budget, if any, construction budget, the department's direct state cost for oversight, and the required local match, if any) and is willing to commit to the project's development, implementation, construction, maintenance, management, and financing. Section 3. That the City of Paris is willing and able to enter into an agreement with the department by resolution or ordinance, should the project be selected for funding.
