04/11/2023 MinutesMINUTES OF THE MAIN STREET BOARD MEETING OF THE CITY OF PARIS, TEXAS 11 April 2023 The Main Street Board of the City of Paris met for a regular session at 4:30 p.m. on Tuesday, April 11th, 2023 at the Paris City Hall, Paris City Council Chambers, 107 E. Kaufinan Paris, Texas 75460. Present: Board Members: Greg Kee, Tracy Dougherty, Glee Emmite, Chad Lindsey, Tyrone Hayden, William Walker City Representatives: Cheri Bedford, Main Street Manager; Andrew Mack, Director of Planning & Community Development; Rob Vine, Assistant City Manager; Mihir Pankaj, Council Liaison; Becky Semple, Visitors and Convention Council Liaison; Paula Portugal, Paris Mayor; Clyde Crews, Fire Marshal Absent: Board Members: Kari Daniel City Representatives: Shatar Moore, City Council Liaison 1. Call meeting to order. Greg Kee, Chairman, called the meeting to order at 4:39 p.m. 2. Citizens' Forum: Paula Portugal, Mayor 2020 N.E. 381" St Paris, Texas 75462. The Mayor thanked board for the many hours of volunteer work. 3. Approve minutes from the meeting of March 14, 2023. A Motion to approve the minutes was made by Board Member Chad Lindsey and seconded by Board Member William Walker. Motion carried, 6 ayes — 0 nays. 4. Discussion: Change time of advisory board meeting to 4:00. Board Members William Walker and Tyrone Hayden, 4:30 only works. Board Member Chad Lindsey made a motion for the Main Street Board to donate $3,000 for immediate landscaping at the Plaza. Board Member Tyronne Hayden seconded. Motion carried, 6 ayes — 0 nays. 6. Receive Activity Report from Glee Emmite on Downtown map. Glee submitted to Cheri the proposed changes to the downtown map. New items will be included — murals, monuments, statues and historical markers. Receive Activity Report from Tracy Dougherty on Paris Downtown Association. Cinco de Mayo Margarita crawl is May 5h 6:00 — 9:00pm. Danielle Terrain, Fine and Dandy, is coordinator. All proceeds will benefit Child Advocacy Center. Music and food on the Plaza. PDA is currently researching putting a map kiosk on the Plaza. The next PDA meeting is April 18"' at 8:30arn at Rosewood Caf6. Receive Activity Report from Glee Emmite regarding HPC. First Baptist Church received funds to repair steps and rear of building. Also approved a $2,500 fagade grant for FBC. HPC has hosted several meetings on commercial buildings, fagade grants and tax credits. Receive Activity report from Becky Semple. People are already calling the Chamber about the April 8, 2024 eclipse. A quilt show Mother's Day, a pump track race possibly at the end of April, possibly a Jet ski race, first time, this summer at Lake Crook. Tour de Paris is July 151h 7. Receive Main Street Coordinator's Report from Cheri Bedford. Cheri attended the National Main Street Conference in Boston. The biggest takeaway was the magnitude of the eclipse event. Heard of an opportunity to apply for a $ 10,000 grant for eclipse promotion. She has lots of ideas on how to promote and profit from this opportunity. Encouraged board to listen to the audio from the workshop made available on drop box. Main Street Board needs to start planning. Work plan retreat — community strategies are good but need to look at where needs improvement. Wine Fest is April 15t". Need more volunteers. 275 tickets sold. Glee needs one more musician. The Point, a Main Street America newsletter, is available to board members to look at other main street communities. Public Meeting Pine Bluff/Fitzhugh is April 27 th 5:30prn at Church of God in Christ. Will discuss what it means to be a historic community. Walking Tour included. Imagine the Possibilities — May 13'h, 12:30 — 4:00 pm. Celebrate buildings under renovation, for sale or lease. Historic marker celebrating first Coca Cola served in Texas. Texas Country Reporter will be there to video dedication of historic marker. Paris Arts Alliance partnered with Brad and Lisa Archer to paint a mural on the wall of their property on Bonham St. Farmer's Market restroom painted. Main St Manager would like the board more involved in the quarterly reports. Receive Report from Andrew Mack — July 281h (tentatively) Main St event — Farmer's Market Music Festival. The Paris Area Arts Alliance organize an art fair. A free concert. Chad Lindsey and Greg Kee volunteered to participate in planning event. 8. Adjournment at 5:25pm.
