The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m.
on Monday, April 17, 2023, at the City of Paris Council Chambers, 107 E Kaufman St., Paris, TX
75460.

Call meeting to order.
Reeves Hayter, Chairman, called the meeting to order at 3:00 p.m.
2. Approve minutes from the meeting of February and March 2023.
Motion made by Adam Bolton, seconded by Chris Fitzgerald, to approve minutes.

Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s)
and/or lien holder(s) of the below properties who have been given notice of a violation of
Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;"
Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or
Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor

Robert Talley stated the structure is falling in, holes in the roof, rotting and deteriorated
wood, junk and rubbish everywhere.

Robert Talley's recommendation: Declare shed a nuisance, demo within 90 days,
remove junk and rubbish within 90 days, or city has right to do so.
Motion made by Kim Walker, seconded by Richard Thompson, to follow staff
recommendation. Motion carried unanimously. 6-0

Robert Talley stated this is a total burn out and has been vacant 7-8 years and has lots
of mowing liens on it. Due to the fire, the roof is collapsing.

Robert Talley stated that the neighbor talked to Mr. Mack (Director of Planning and
Community Development) and said people are going in and out of the structure. The
structure is unsecure, doors are open, north side of the foundation is collapsing, walls
are splitting, floor is sinking, roof leaking and holes are in the floor. This includes the
house and carport.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, secure
within 14 days, or city has right to do so.

the roof, and the foundation is dropping and damaged and there is missing and
deteriorated wood.

come back to the commission.

Motion made by Mike Folmar, seconded by Richard Thompson, to accept all elected
recommendations. Motion carried unanimously. 6-0

There being no further business, a motion to adjourn was made by Board Member Reeves
Hayter, and seconded by Board Member Adam Bolton. Motion carried, 6 ayes — 0 nays.
