Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 22, 2023. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at httl:�s,Z II)aristexas. ov__/ public. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. United States Pledge of Allegiance & Texas Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings of May 8, 2023 and May 9, 2023.
6. Receive reports and/or minutes from the following boards and commissions:
a. Building & Standards Commission (4-17-2023)
b. Historic Preservation Commission (4-12-2023)
c. Main Street Advisory Board (4-11-2023)
7. Receive April monthly financial report.
8. Receive April drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve the Final Plat of the CAL MAH Addition CB 160, Lot 1, Block A, LCAD
Property 16629, located at 1126 S.E. 5t" Street.
Regular Agenda
11. Recognition of outgoing Council Member Linda Knox for her service.
12. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
Chance Abbott/Abbott Ventures, LLC for a zoning change from a Central Area District
(CA) to a Commercial District (C) in the City of Paris, Block 39, Lot 4, located at 11 I E.
Price Street, LOAD 14002.
13. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
Ross Moore/War Horse Limited, LLC for a zoning change from a One -Family Dwelling
District No. 2 (SF -2) to a Commercial District (C) in the City of Paris, Block 320, Lots I
and IA, located at Loop 286 and N.E. 20'h/Hickory Street (LOAD 18793-18794).
14. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
Mike Clark/Springlake Baptist Church for a zoning change from a One -Family Dwelling
District No. 2 (SF -2) to a Multiple -Family Dwelling District No. 2 (MF -2) in the City of
Paris, Block 311, Part of Lot 11 (6.9 acres), located at 3500 Clarksville Street (LCAD
102995)
15. Discuss and act on an agreement in the amount of $49,000.00 with O Coatings, Inc.
for painting of three water tower logos; and authorize the City Manager to execute all
necessary documents.
16. Discuss and act on a Resolution approving at 380 Agreement with Lionshead Paris, LLC.
for installation of public water infrastructure.
17. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
18. Adjournment.
