00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, June 12, 2023. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the COVID outbreak, facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will be available for live viewing at Il ��nx:fln�gni ���a�ai��..'sf���,i�Gai����. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. United States Pledge of Allegiance & Texas Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of May 22, 2023. 6. Discuss and act on a Resolution approving an Economic Development Agreement and Residential Tax Abatement Agreement with Cultiv8 Communities, LLC for the properties located at (1) LCAD 17745, 1221 N.W. 15'b Street, Lot 12, Block 233; (2) LCAD 18376, 1351 N.E. 12th Street, Lot 12, Block 269; (3) LCAD 13870, 133 N.E. 1411' Street, Lot 9, Block 33-A; (4) LCAD 13832, 116 N.E. 10th Street, Lot 9, Block 32-B; and (5) LCAD 13830, 1025 E. Houston Street, Lot 7, Block 32-B, pursuant to the 5 In 5 Housing Infill Development Program. 8. Discuss and act on a Resolution approving an Economic Development Agreement and Residential Tax Abatement Agreement with P -Town Property Holding for the following properties: (1) LCAD 18257, 500 Block of N.E. 29d' Street, Lot 2-0, Block 258-A and (2) LCAD 18256, 410 N.E. 20'x' Street, Lot 2-A, Block 258-A, pursuant to the 5 In 5 Housing Infill Development Program. 9. Discuss and act on a Resolution approving the Re -sale of three properties, previously bid - off to the City of Paris, Trustee, to Cultivi8Community, pursuant to the 5 -in -5 Housing Infill Development Program. 10. Discuss and act on a Resolution releasing a lien against 245 N.E. 2nd Street, receive payment of $3,070.15 (principle), waiving interest applied to the August 2, 2006 structure lien; and authorize the City Manager to execute all necessary documents. 11. Receive presentation from NewGen Strategies regarding the 2023 Water & Wastewater Cost of Service Rate Study, discuss and act on an Ordinance Amending Appendix A, Section A10.004(b), "Sewer Rates for Customers Using City Water," of the Code of Ordinances of the City's Rate Consultant. 12. Receive presentation by Mark McLiney, with SAMCO Capital Markets, the City's Financial Advisor, regarding refunding and restructuring the Series 2013 Utility System COs to lower the total annual debt service supported by the utility system to help offset the costs of future utility system improvements and authorizing staff and outside consultants to proceed with the refunding and other matters related thereto. 13. Discuss and act on revisions to the Facade Grant application and procedures. 14. Discuss and act on an Ordinance amending the City of Paris Code of Ordinances to amend Chapter 19, "Streets, Parks, and Other Public Ways and Places," by adding a new division 9, "Street Light Regulations," to Article 10.05, "Streets and Sidewalks;" making other findings and provisions related to the subject; providing a repealer clause, a severability clause, a savings clause, and a penalty clause; and declaring an effective date. 15. Discuss and act on an Agreement with Hayter Engineering in the amount of $14,900.00 for professional services, as related to survey and design services for the Grand Avenue Sidewalk Extension; and authorize the City Manager to execute all necessary documents. 16. Convene into executive session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: Project Clydesdale. 17. Reconvene into open session and possibly take action on those matters discussed in executive session. 18. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 19. Adjournment.
