The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a special
meeting on Wednesday, May 24, 2023 at the City Council Chambers.

1. Call meeting to order:
Chris Dux, Chairman, called the meeting to order at 4:04 p.m.
2. Citizens Forum: No one came forward to speak at the meeting.
3. Discussion and possible action on the following applications for the property located at
11 South Plaza.
A. Certificate of Appropriateness'application for signage at the above property.
Commissioner Dux stated the applicant has had feedback from the city regarding the Sign
Ordinance and the proposed signage. Commissioner Emmite made a motion to table the
COA for signage, seconded by Commissioner Long. Motion carried: 5 -ayes. 0 -nays
B. Certificate of Appropriateness application for fagade rehabilitation.
Brad Archer came before the Commission representing the building owners. Also coming
before the Commission was Samuel Perez representing, ID Studio 4 ID, the architectural
firm preparing plans for the potential tenant of the property (Credit Union of Texas or
CUTX). Commissioner Dux presented some information on the Design Standards for the
City of Paris Historic District, and some information on the THC Preservation Standards.
He recommended that Mr. Perez look at the Design Standards. He also stated that every
building has a "period of significance, 'which means its most important time period, or its
longest time period. This building's most important time period is 1916, the year it was
built. This building's longest time period is about 1955, when a mid-century storefront
was put on, which was prior to the downtown being a designated historic district This
means the present storefront is over 50 years old and has significance of its own. The
COA that was submitted details a very modern, clean storefront which is not consistent
with either time period. It either needs to be restored to its original 1916 condition or
only minimally modified keeping its present 1955 mid-century storefront to make it
functional for use today. HPO Bedford contacted the Texas Historic Commission for
some recommendations. She also researched ATMs in a historic district.
Commissioner Emmite made a motion to table this COA approval. The motions was
seconded by Commissioner Long. Motion carried. 5 ayes, 0 nays.
