Kaufman Paris, Texas 75460. Greg Kee, Chairman, called the meeting to order at 4:34 p.m. 2. Citizens' Forum: None 3. Approve minutes from the meeting of April 11th, 2023. A Motion to approve the minutes was made by Board Member Kari Daniel and seconded by Board Member Chad Lindsey. Motion carried, 7 ayes — 0 nays. 4. Receive Activity Report from Greg Kee regarding Wine Fest. This year was the biggest ever with a profit of $17,659. Trophy and certificates still to be given. Rosewood won Best Host, Neighbors Place won Best Winery and High Cotton Best Restaurant. Kari Daniel shared a recommendation from an attendee for the future to have food trucks set up at the event. Several suggestions were discussed: Have a VIP ticket. Have a food voucher ticket to use at one food vendor. Chad Lindsey shared concern that the generators for food trucks would drown out the music if all were located on 11 Street. Glee Emmite commented that it is challenging to get musicians to commit. Receive Activity Report from Tracy Dougherty regarding PDA. The last meeting discussed the Margarita Crawl on May 5tb, proceeds benefiting the Children's Advocacy Center. PDA is planning a Poker Night event and a Cornhole Tournament Event this summer. Andrew Mack shared a concern that garbage cans were overflowing at the Margarita Crawl. Receive Activity Report from Glee Emmite regarding HPC. The last meeting Cheri Bedford recognized Linda Knox, the City Council Liaison to HPC. Mary Ann Lester represented 136 Grand Ave with a request to remove the fagade. The storage building at 401 1' St SE will become a Montessori school with an iron and canvas fence. Ellen Green presented documentation for 643 Yd St to receive tax exemption. Receive Activity Report from Becky Semple, Chamber Liaison. This weekend is Imagine the Possibilities and a Quilt Show at the Civic Center. Next week is an Archery Tournament. The 903 concert series in June on 4 Thursday evenings. Receive Activity Report from Andrew Mack on Farmers Market Summer Event. Andrew Mack, Kris Estep (5380 Tates Trail Reno, Texas 75462), Greg Kee and Chad Lindsey serve on committee. The Paris Arts Alliance will set up an art fair beginning at noon. Music in the evening. Iron Communities, represented by Kris Estep, will get the permit for beverages sold at event and the music for entertainment that evening. Looking for a stage or trailer. Sound is booked. Stage will be on south side parking area with stage facing pavilion. 6:30 — 8:30p.m. July 28th. Food Trucks will be invited. Next planning meeting needs to be scheduled. 5. Receive Main Street Coordinator's Report from Cheri Bedford. Working on a grant for a bike lane from bike trail to downtown. Cheri presented a map of proposed bike lanes to connect. There are two bike racks on the plaza. Letter will be drafted by Cheri to be signed by Greg Kee, Chairman. Kari Daniel made a motion to support, Chad Lindsey seconded. Motion carried, 7 ayes — 0 nays. Cheri submitted the quarterly Main St report, please review. Cheri would like to meet with Greg Kee, Glee Emmite and Tracy Dougherty to provide input for the June report. Cheri is working on Salsa on the Square and the Hatch Chili Fest, Saturday, September 2nd The founder of the Chili Fest would like to meet to discuss any changes. A musician has been reserved. A mobile bar, if desired, needs to be figured out. She is in touch with agencies that teach salsa. Glee volunteered to be on the committee. The Imagine the Possibilities tour highlights vacant, for sale or for lease buildings. Coke floats and a picnic on the plaza. There is a Historic Marker Dedication at 12:30. The City of Denison, TX is host for Main Street training this year. Free training for board members — June 20th Tuesday, night — Friday morning. The Farmer's Market opened last Saturday. Beautiful day, overflow area was used. Signing up and paying was much easier with the on line tool. 6. Call meeting to order: Chris Dux, Chairman, called the meeting to order at 4:03 p.m. 2. Citizens Forum: No one came forward to speak at the meeting. 3. Approve minutes from April 12, 2023 meeting. Councilor Linda Knox actually left the council in May instead of June. With that one correction, the minutes were approved by acclamation. 7 ayes — 0 ayes 4. Discussion and possible action on the following applications for the property located at 121-123 Lamar Avenue:: A. Certificate of Appropriateness, Facade — Arleigh and Jeff White came before the Commission. They want to change the current blanker panel fagade at 121 Lamar to a business front. The layout for that was included in the agenda packet. They will be also changing the back, which currently has 2 grey doors that are industrial style metal. The doors will be custom made to look like the buildings on either side next door. The front will have 2 large pane windows with a door in the middle. The door at 123 Lamar will entrances for the lofts they plan on developing on the second floor. The present door is not wood, so they want to use a wood door that will be more compatible with downtown. Mark Massey will be looking at the windows above and will restore them if possible, and if not will replace them to look like the current windows. The upstairs windows will be the same as the ones in the back. A motion to approve the fagade design as presented was made by Commissioner Emmite, seconded by Commissioner Coyle. The motion carried, 7 ayes — 0 nays B. Facade Grant Request $2500 —A motion by Commissioner Vandiver, seconded by Commissioner Holtman to approve the fagade grant request for 121 Lamar Ave, new storefront as presented. The motion carried, 7 ayes — 0 nays C. Tax Exemption for Rehabilitation of Historic Properties - A motion to approve the tax exemption for rehabilitation of Historic Properties on 121 Lamar was made by Commissioner Emmite, seconded by Commissioner Coyle. The motion carried, 7 ayes, 0 nays. 5. Discussion and possible action on the following Certificate of Appropriateness on the property located at 23 E. Plaza: A. Second story window repair and modification of upper sashes — Micah Bedford came before the Commission for approval to make the windows match those on the first floor transoms. A motion to approve the Certificate of Appropriateness for restoration of the windows with the existing profile was made by Commissioner Caffey, seconded by Commissioner Emmite. 7 ayes, 0 nays 6. Discussion and possible action on the fagade grant approval: 28 Clarksville Tray Watkins was not present, but Commissioner Dux pointed out that the project had been previously approved. HPO Bedford stated that Mr. Watkins sent her his receipts for the work, which was in excess of $5000 and also sent photographs of the finished project. A motion was made by Commissioner Long, seconded by Commissioner Caffey to approve the fagade grant request. 7 ayes — 0 nays 7. Conduct a public hearing for the creation of Historic Overlay District No. 19 (HD 19). The proposed district is a roughly L-shaped residential neighborhood encompassing 21 acres, situated approximately one-half mile northeast of downtown Paris. Pine Bluff Street and Fitzhugh Avenue are the main thoroughfares, running east to west and north to south, respectively. The survey area includes the 500-900 blocks of Pine Bluff Street, the 300-600 blocks of Fitzhugh Avenue, the southside of the 600-700 blocks of East Cherry, the east side of the 300 block of 6th Street NE, the 300 Block of 8ffi Street NE, and the address 803, 925, and 936 of East Booth Street. Affected property owners have been notified of this meeting. HPO Bedford reported that 27 people attended the meeting. There were no negative comments made by those attending. Commissioner Dux opened the public hearing. Mr. Carlton Cooper, who resides at 646 Fitzhugh Avenue, came forward and expressed his support for the above named Historic Overlay District. No one else came forth in the public hearing. Commissioner Dux closed the public. Commissioner Holtman made a motion to make a recommendation to Planning and Zoning to create the Historic Overlay District as described in the agenda, seconded by Commissioner Vandiver. Presentation for general support and input to the City of Paris for the application to TXDOT Transportation Alternative Set -Aside (TASA) program for planned improvements on an on -system bike lane project on 1 st SW connecting the North East Texas Trail to the south to the Downtown. HPO Bedford stated that TxDOT is requesting the bike lane as shown. A motion was made by Commissioner Vandiver, seconded by Commissioner Coyle to approve the TxDOT request. The motion carried, 8 ayes — 0 nays. 10. Coordinator's report Pine Bluff Fitzhugh Public Meeting —April 27, 2023 at 5:30. Notices were sent to all property owners and those within 200 ft. Those attending will meet at the Hospitality Church of God in Christ on Fitzhugh for a presentation and then take a brief walking tour. The recommendation to include this portion of Fitzhugh and Pine Bluff will be sent to Planning & Zoning and if approved then submitted to the City Council for final approval. Imagine the Possibilities — Saturday, Mayl3, 2023. The Lamar County Historic Commission will dedicate the Coca-Cola Historical Marker. Those attending will be asked to bring a picnic lunch and eat on the plaza. In case of inclement weather, that will be moved to the Rufus Scott Building. Texas Country Reporter will be here that day. The sign that was on the Coca Cola building is now in the Lamar County Historical Museum. Some restored properties or some being restored will be available for tours. HPO Bedford reported June 21, 22, and 23, 2023, Denison is hosting Main Street Training. Anyone who wants to attend, let her know. Paris will be in the path of a solar eclipse April 24, 2024. Commissioner Dux stated the applicant has had feedback from the city regarding the Sign Ordinance and the proposed signage. Certificate of Appropriateness application for fagade rehabilitation. Brad Archer came before the Commission representing the building owners. Also coming before the Commission was Samuel Perez representing, ID Studio 4 ID, the architectural firm preparing plans for the potential tenant of the property (Credit Union of Texas or CUTX). Commissioner Dux presented some information on the Design Standards for the City of Paris Historic District, and some information on the THC Preservation Standards. He recommended that Mr. Perez look at the Design Standards. He also stated that every building has a "period of significance, 'which means its most important time period, or its longest time period. This building's most important time period is 1916, the year it was built. This building's longest time period is about 1955, when a mid-century storefront was put on, which was prior to the downtown being a designated historic district This means the present storefront is over 50 years old and has significance of its own. The COA that was submitted details a very modern, clean storefront which is not consistent with either time period. It either needs to be restored to its original 1916 condition or only minimally modified keeping its present 1955 mid-century storefront to make it functional for use today. HPO Bedford contacted the Texas Historic Commission for some recommendations. She also researched ATMs in a historic district. Commissioner Emmite made a motion to table this COA approval. All the ones highlighted in yellow have been demolished. Sanitation Solutions had 15 structure demolished in 2 months. 441 NW 13'x' — Working on demolishing this because the carport is too close to the next structure. 5. Adjournment. Mr. Bray noted a quorum was present. Invocation Mr. Terrell gave the invocation. He continued by thanking former Mayor Paula Portugal and former Councilwoman Linda Knox for all the support they have provided not only to the community but to the PEDC over the years. On behalf of the PEDC, Ms. Hammond presented former Mayor Paula Portugal and former Councilwoman Linda Knox awards as a token of appreciation for their unwavering support and invaluable contributions to the PEDC during their terms. Citizens' Input Chairman Bray invited those present to speak during the Citizens' Input. No one came forward and the Citizens' Input was closed. Discuss and Consider A royal of the Minutes of the Re ular Meetin held A ril 18 2023 Mr. Bray presented April 18, 2023, meeting minutes for review and discussion. Dr. Hashmi made a motion to approve the April 18, 2023, minutes. Mr. Homer seconded the motion. Vote: 7 -ayes to 0 -nays Discuss and Consider Aroval of the April 2023 Financial Statements Secretary/Treasurer Chase Coleman presented financial reports ending April 30, 2023. Mr. Coleman reported total revenue of $1,298,506 dollars for the seven months ending in April, which is an increase of about 21% over where we were this time last year. He continued by stating sales tax is 11% higher for April compared to this time last year. Dr. Hashmi briefly provided commentary by stating that the PEDC overheads are very low, which is fantastic. Mr. Bray asked the board if there were any additional questions or comments regarding the finances as presented. No additional questions/comments followed. Mr. Fendley moved to approve the April 2023 financial reports. Dr. Hashmi seconded the motion. Vote: 7 -ayes to 0 -nays Discuss and Consider Action to Establish a New Bank Account for the Management of EDA Grant Funds Ms. Hammond briefly recapped that on April 4, 2023, the PEDC was awarded $1.3 million in federal funding from the U.S. Economic Development Administration to support infrastructure improvements in the PEDC- owned Northwest Industrial Park. She went on to note that progress is being made with getting the administrative side set up in accordance with EDA regulations. Ms. Hammond continued by stating that EDA regulations require grant recipients to have a noninterest - bearing account for the grant funds to be deposited. The current PEDC account with Liberty Bank is an interest-bearing account. I NI VIII I IC lii tlhen.'� Texans Reach Ili her Ms. Hammond requested authorization to establish a new noninterest -bearing account at Liberty National Bank and specifically dedicated to receiving the funds from the EDA grant. Following a brief discussion, Mr. Roddy made the motion to approve opening a noninterest -bearing account at Liberty National Bank for the EDA grant and to authorize current PEDC signers as signers on this new account. Dr. Hashmi seconded the motion. Vote: 7 -ayes to 0 -nays Report by Executive Director Maureen Hammond LionsHead Specialty Tire & Wheel, LLC.: Ms. Hammond provided a brief update on LionsHead by stating the construction process has started at the NW Industrial Park site. She went on to note a groundbreaking has been scheduled for June 14th at 10:00 AM with the invitation and details forthcoming. Universal Fabricating USA, Inc.: Ms. Hammond stated that the company has started production on conveyors and currently has 20 employees with the goal of ramping up to 60 employees by fall. She noted that they are still looking to hire and asked members of the board to refer any potential candidates to the PEDC office. Housing Study: Ms. Hammond informed the board that Catalyst Commercial and Freese and Nichols will be working with the city to conduct the study and will be in town this week to start focus groups. She went on to note that the first phase will inform the scope of service for phase two. Legislative Bill Updates: Ms. Hammond provided a brief update on House Bill 5; she went on to notify the board that an e-mail will be sent containing information on House Bill 5 received from TEDC. Convene into Executive Session: 1) Pursuant to Section 551.087 of the Texas Government Code to (1) discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), to wit: a) Project Clydesdale b) Project Padlock 2) Pursuant to Section 551.072 of the Texas Government Code to discuss and deliberate the purchase, exchange, lease, or value of real property.
