FROM: Andrew Mack, AICP Director Planning & Community Development
SUBJECT: Conduct a public hearing and take action regarding the petition of James

Dwelling District No. 2 (SF2) to a Two -Family Dwelling District (2F) in the
Springlake Addition, Block 6, Lot 12, located at 2801 E Price Street, LCAD
19795
MTG. DATE: June 26, 2023
BACKGROUND
The applicant requested a rezoning change from SF -2 to 2F. There is a plan to construct a new
duplex after demolishing the single-family structure on the lot. At its 6/5/23 meeting, the P&Z
unanimously recommended approval.
ANALYSIS
The subject property is zoned SF -2, is now being re -guided for Medium Density Residential and
is an existing single-family home on the lot planned for demolition.
• The land to the West is zoned SF -2, is guided for Retail, and is a commercial multi -tenant
retail building.
• The land to the North is zoned SF -2, is guided for LDR, and is single-family residences.
• The land to the East is zoned SF -2, is guided for LDR and is single-family fronting on
29th Street.
• The land to the South is Zoned PD, is guided for retail and is a bank developed on this
commercial land.
The change in zoning will be consistent with the FLUM if the proposed amendment is approved.
The proposed medium density residential use of the property will serve as an appropriate
transitional land use between the commercial land uses to the West and South vs. the single-
family residential uses to the North and East.
RECOMMENDATION
P&Z and Staff recommends approval for the rezoning from One -Family Dwelling District No.
2 (SF2) to a Two -Family Dwelling District (2F).
