00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, July 24, 2023. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks are encouraged for those in attendance of the meeting in the City Council Chamber. Due to the pandemic concerns, one or all Council Members may be attending remotely, but the feed will e available for live viewing at tt 1isteXass„Dov/public. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. United States Pledge of Allegiance & Texas Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting of June 26, 2023. 6. Building & Standards Commission (6-19-2023) h. Lamar County Chamber of Commerce (5-23-2023) 7. Receive June monthly financial report. 8. Receive June drainage report. 9. Receive demolition and code enforcement activity reports. 10. Receive CivicPlus License and Service Agreement for the City's Website Design and Maintenance for ADA Compliance Software. 11. Approve a Resolution authorizing a Master Interlocal Agreement with 791 Purchasing Cooperative (791 COOP); and authorize the City Manager to execute all necessary documents. 12. Approve Hotel Occupancy Tax Funds to be used to fund the cost of the Lake Crook boat dock in the amount of $9,480.00. 13. Approve a Resolution supporting an application for a Grant from the 2023 State Homeland Security Program and the Ark -Tex Council of Governments for the purpose of funding the acquisition of police barricades; and authorize the City Manager, Finance Director, and the Assistant Chief of Police to execute all necessary documents. 14. Approve the Master Plat of the Paris Jefferson Addition, Overall Site Plan, Block 1-25, Lots 1-290, 91.2 acres. 15. Approve the Final Plat of the RentOne Subdivision, Lots 1 & 2, Block A, LCAD 128379, located in the 1300 Block of NW Loop 286. Regular Agenda 16, Discuss, conduct a public hearing and act on an Ordinance considering the petition of Pann Sribhen on behalf of Shine in Paris, LLC for a Specific Use Permit (SUP) for a Mixed Use in the General Retail District (GR) on Par of LCAD 17943, in the City of Paris, Block 249, Lot 7 & PT of 8-9, 2500 & 2514 Lamar, and LCAD 17944, City of Paris, Block 249, Lot PT 8 & 9, 2524 Lamar, 0.931 acres. 17. Discuss, conduct a public hearing and act on an Ordinance considering the petition of Pann Sribhen on behalf of Shine in Paris, LLC for a zoning change from a One -Family Dwelling District No. 3 (SF -3) to a Multiple -Family Dwelling District No. 2 (MF -2) on part of LCAD 17944, in the City of Paris, Block 249, part of Lot PT 8 & 9, 2524 Lamar Ave., 0.865 acres. 18. Discuss, conduct a public hearing and act on an Ordinance considering the petition of the Pann Sribhen on behalf of Shine in Paris, LLC for a zoning change from a General Retail (GR) to a Multiple -Family Dwelling District No. 2 (MF -2), LCAD 102125, in the City of Paris, Block 249, Lot PT of 9, behind 2500 Lamar Ave., 0.374 acres. 19. Discuss, conduct a public hearing and act on an Ordinance considering the petition of Daniel Garza on behalf of Red W Leaf, LLC for a Specific Use Permit for a Tattoo Shop in the Central Area District (CA), on part of LCAD 13657, in the City of Paris, Block 6, Lot 7, located at 116 S.E. 1St Street. 20. Discuss, conduct a public hearing and take action regarding the petition of the City of Paris for a Comprehensive Plan Amendment from Low Density Residential (LDR) to Medium Density Residential (MDR) in the Springlake Addition, Block 6, Lots 1-12. Discuss, conduct a public hearing and take action regarding the petition of James Martinez/Creative RE Investments LLC, for a zoning change from a One -Family Dwelling District No. 2 (SF2) to a Two -Family Dwelling District (2F), LCAD 19795, in the Springlake Addition, Block 6, Lot 12, located at 2801 E. Price Street. (This iters was noticed for public hearing in error — no action is to be taken) 22. Discuss and appoint one member of the Historic Preservation Commission to serve on the Main Street Advisory Board. 23. Discuss and approve the lowest bids received for water and wastewater treatment chemicals for use in FY 2023-24. 24. Discuss and provide direction to City Staff with regard to the Non -Profit Organization Contracting Policy in preparation for receiving and reviewing applications at a future meeting. 25. Convene into executive session pursuant to Section 551.074 of the Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: municipal judge. 26. Reconvene into open session and possibly take action on those matters discussed in executive session. 27. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 28. Adjournment.
