14 - Master Plat of Paris Jefferson Road Subdivision Overall Site Plan - Blocks 1-25 Lots 1-290Item 14 Memorandum TO: Mayor, Mayor Pro Tem and City Council Grayson Path, City Manager FROM: Todd Mittge, City Engineer SUBJECT: Consideration of and action on the Master Plat of Paris Jefferson Road Subdivision, Overall Site Plan, Blocks 1-25, Lots 1-290 DATE: July 24th, 2023 BACKGROUND The applicant requests approval of a final plat for the Master Plat of Paris Jefferson Road Subdivision, Overall Site Plan, Blocks 1-25, Lots 1-290 in order to establish a building site for a residence. RECOMMENDATION Staff recommends approval of the master subject to the following conditions: 1. If the proposed subdivision is a portion of a tract which is later to be subdivided in its entirety, then a tentative master plat of the entire subdivision shall be submitted. with the preliminary plat of the portion first to be subdivided. The master plat shall conform in all respects to the requirements of the preliminary plat; except., it may be on a scale of not more than. one (1) inch to four hundred (400) feet ... Chapter 9A, IV Preliminary Plat, (11) a. A submittal labeled "Master Plat" shall be made and/or corrected from "Overall Site Plan". 2. Per City of Paris Ordinance 2022-066, Section 2, Condition 1, a Traffic Impact Analysis shall be submitted prior to the submission of the Final Plat. 3. As required by City of Paris Ordinance 2022-066, Section 2, Condition 2, The Developer shall enter into a Development Agreement with the City of Paris for the developer's share of the construction costs of the major arterial roadway prior to approval of any Plat adjacent to the major arterial roadway. 4. North point, date, scale (not to exceed one (1) inch to two hundred (200) feet) and the approximate acreage of the proposed subdivision... Chapter 9A, IV Preliminary Plat, (4) a. As the boundary dimensions are tied to the overall property, the acreage of the phase being platted is indeterminable and shall be listed. 5. The name of the licensed land surveyor or registered professional engineer effecting the survey and design of the plat... Chapter 9A, IV Preliminary Plat, (2) a. While a surveyor's certification has been provided there is no name or signature line attached. This shall be corrected. b. The surveyor's name or company appears to be misspelled in the title block and shall be corrected. 6. The following certificates shall be placed on the preliminary plat... T The proposed improvements and utilities to be constructed in the subdivision shall be set forth on the preliminary plat over the subdivider's signature... Chapter 9A, IV Preliminary Plat, (12) a. The owners signature block lists the wrong name and shall be corrected. 8. All physical features of the property to be subdivided... Chapter 9A, IV Preliminary Plat, (6) a. If all building line dimensions are not labeled, then a "typical" note shall be included. b. If the existing pond is within the boundaries of the lots being platted, then it shall be shown. C. The existing approach and drive shall be shown. 9. The proposed plan of the subdivision shall be shown... Chapter 9A, IV Preliminary Plat, (9) The numbers of lots and blocks, in accordance with a systematic arrangement.... Chapter 9A, V Final Plat, (5) a. Bearings and distances for the Phase 1 boundary shall be provided. b. Dimensions shall be shown in order to facilitate the reproduction of easements on the ground. C. Lots shall be sequenced with their blocks (e.g. Block A Lots 1-5, Block B Lots 1-5). d. Blocks in Phase 1 shall start with either 1 or A and shall be in sequence. 10.
