BOARD OF COMMISSIONERS SPECIAL MEETING
JULY 27, 2023
The Housing Authority of the City of Paris, Texas Board of Commissioners met for a
SPECIAL MEETING at 12:30 p.m. on Thursday, July 27, 2023, at the Housing Authority of the
City of Paris, Texas Office, 650 7`'' SW — Office, Conference Room, Paris, Texas 75460.
Present: Board Members: Jenny Wilson, Vice Chairman
Steve Smith
Beverly Johnson
Derrick Hill
City Representatives: None
Housing Authority Employees: Sally Ruthart
Absent: Board Members: T. K. Haynes, Chairman
1. Call meeting to order. Jenny Wilson, Vice Chairman of the Board of Commissioners, called
the meeting to order at 12:34 p.m.
2. Quorum and members verified by Jenny Wilson, Vice Chairman.
3. Citizens' Forum. No one present or requested to speak.
4. Approve minutes from the meeting of July 18, 2023. A Motion to approve this item was
made by Board Member Steve Smith and seconded by Board Member Beverly Johnson.
Motion carried, 4 ayes — 0 nays.
5. No unfinished business to discuss.
6. New Business:
A. Convened into executive session at 12:35 p.m. pursuant to Section 551.087 of the
Texas Government Code for completion of the Executive Director Employment
Agreement.
B. Reconvened into open session at 12:49 p.m. Employment agreement signed by Mrs.
Brooks and Mrs. Wilson.
C. The Board of Commissioners met via Zoom with the Bradley Firm. Motion was
made by Board Member Steve Smith and seconded by Board Member Derrick
Hill to hire Bradley Arant Boult Cummings, LLP to represent the Housing
Authority. Motion carried, 4 ayes — 0 nays,

8. There being no further business, A Motion to adjourn was made by Board Member Beverly
Johnson and seconded by Board Member Derrick Hill. Motion carried, 4 ayes — 0 nays.
Jenny Wilson, Vice Chairman adjourned the meeting at 1:31 p.m.
