Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 25, 2023. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting in the City Council Chamber. Due to
the pandemic concerns, one or all Council Members may be attending remotely, but the feed
will be available for live viewing at htt rs //paristexas. ov/public. The matters to be
discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. United States Pledge of Allegiance & Texas Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of September 11, 2023.
6. Receive reports and/or minutes from the following boards and commissions:
a. Planning & Zoning Commission (8-7-2023)
b. Main Street Board (8-8-2023)
c. Historic Preservation Commission
d. Paris Economic Development Corporation (8-15-2023)
7. Receive August monthly financial report.
8. Receive August drainage report.

10. Re -appoint Judge Hunt to serve as Municipal Court Judge and Judge Biard to serve as
Associate Municipal Court Judge.
11. Approve a Resolution authorizing the Mayor to execute a tax redemption deed for
property no. 11000.
12. Approve a Resolution commissioning the FY 23/24 City Council Strategic Plan as
written in the FY 23/24 Budget.
13. Approve a Resolution authorizing an Inter -Local Agreement between the City of Paris
and Lamar County for the purpose of participating in a combined task force funded by
the Motor Vehicle Crime Prevention Authority (MVCPA) for the Northeast Texas Auto
Theft Task Force.
14. Approve a Resolution authorizing an Inter -Local Agreement between the City of Paris
and Hopkins County for the purpose of participating in a combined task force funded by
the Motor Vehicle Crime Prevention Authority (MVCPA) for the Northeast Texas Auto
Theft Task Force.
15. Approve a Resolution authorizing an Inter -Local Agreement between the City of Paris
and the City of New Boston for the purpose of participating in a combined task force
funded by the Motor Vehicle Crime Prevention Authority (MVCPA) for the Northeast
Texas Auto Theft Task Force.
16. Approve the Final Plat of the Preston Trails CB 112 Addition, Block A, Lot 1, LCAD
15752, located in the 500 Block of 14th Street S.E.
17. Approve the Final Plat of the Delvalle Addition, Block 38, Lots 8, 9, 10, LCAD 13994,
13995 and 13996, located in the 200 Block of E. Price Street.
18. Approve the Final Plat of the Rauda Valley CB 208 Addition, Block A, Lot 1, LCAD
17307, located at 2303 W. Kaufman Street.

Regular Agenda
22. Discuss, continue the public hearing and act on an Ordinance considering the petition of
City of Paris for a Comprehensive Plan Amendment from Low Density Residential
(LDR) to Medium Density Residential (MDR) in the Springlake Addition, Blocks 1-6,
from East Price Street to Cherry Street, between N.E. 28th Street and N.E. 30th Street,
containing approximately fifteen (15) acres.
23. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
George Preston for a change in zoning from a General Retail District (GR) to Two-
Family Dwelling District (2F) in the City of Paris, Block 112, Lot 25A, LCAD 15752,
located at 1355-1357 E. Sherman Street.
24. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
Zachary Bergenholtz/Invest Fannin, LLC for a change in zoning from a One -Family
Dwelling District (SF -2) to a Two -Family Dwelling District (2F) in the Gibbons -Braden
Addition, Block 16, Lots 4, 5,6, LCAD 103421, 103422 and 103423, located at 1121 S.E.
17th Street.
25. Discuss, conduct a public hearing and act on an Ordinance considering the petition of
Ronnie Enns on behalf of Pine Creek Rentals, LP for a Specific Use Permit (SUP) for
Trailer Sales in a Commercial District, in the City of Paris, Block 250, Lot E PT of 16 &
E PT of 17, LCAD 108849, located in the 800 Block of N.E. Loop 286.
26. Discuss and consider all matters incident and related to the issuance and sale of City of
Paris, Texas, General Obligation Refunding Bonds, Series 2023, including the adoption
of an Ordinance authorizing the issuance of such bonds and establishing procedures and
delegating authority for the sale and delivery of such bonds.
27. Discuss and act on a temporary waiver of the City of Paris Personnel Manual Section
14.03 in 2023 for certain Paris Police Department personnel.
28. Discuss and act on an Ordinance Amending Section 2.10.034(a), "Seniority Pay," of
Chapter 2, "Police," of the Code of Ordinances of the City of Paris, Texas; making other
findings and provisions related to the subject; providing a repealer clause, a severability
clause, a savings clause; and declaring an effective date.
29. Discuss and act on an Ordinance Amending Section 6.02.004(a), "Seniority Pay," of
Chapter 6, "Fire Prevention and Protection," of the Code of Ordinances of the City of
Paris, Texas; making other findings and provisions related to the subject; providing a
repealer clause, a severability clause, a savings clause; and declaring an effective date.
30. Discuss and act on a Resolution Nominating a person or persons to serve on the Board of
the Lamar County Appraisal District for a term of office of two years beginning January
1, 2024; making other findings and provisions related to the subject; and declaring an
effective date.
31. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Bryce Cunningham d/b/a Prod -d, LLC (Pursuant to Sec. 12.04.42(d) of the
Code of Ordinances, passage of this ordinance requires five affirmative votes).
32. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to Benton Cobb d/b/a CB Rentals, LLC (Pursuant to Sec. 12.04.42(d) of the Code
of Ordinances, passage of this ordinance requires five affirmative votes).
33. Discuss and act on Ordinance authorizing and directing the Director of Finance to
transfer funds from unencumbered appropriation balances to over -expended accounts for
FY 2022-2023.
34. Discuss and act on a Resolution confirming the appointment of Robert Vine as Deputy
City Manager pursuant to Paris City Charter Section 21.
35. Discuss and act on a Resolution confirming the appointment of Doug Harris as Assistant
City manager pursuant to Paris City Charter Section 21.
36. Discuss and consider the request by Waste Connections Lone Star, Inc. to increase the
Landfill Services Agreement rate of payment by 5%.
37. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
