The vacant property known as LCAD ID #11000 (no street address, but is located just south of
1010 Clement Road) was foreclosed and offered for sale on March 7, 2023. There were no offers
and it was struck off to the City of Paris as Trustee.
STATUS OF ISSUE:
Texas Tax Code 34.21 provides the conditions for which a prior owner may purchase back
(redeem) a property sold at a tax sale. Gary Cooper and Louis Glover, the heirs of the prior owner,
have satisfied the requirements of Sec. 34.21, including the payment of $2,430.00, and are
consequently entitled to redeem the property.
BUDGET:
No budgetary item. This property was foreclosed, therefore all delinquent property taxes and liens
are forgiven. The four taxing entities will divide the payment, minus court and tax attorney fees
and expenses, pursuant to Property Tax Code.
OPTIONS:
1. Approve a resolution authorizing the Mayor to execute the redemption deed.
2. Request additional information.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A TAX
REDEMPTION DEED FOR PROPERTY NO. 11000
WHEREAS, per the judgment and order of sale in Cause No. 91418, City of Paris v Frierson,
Property No. 11000 (described further below) was offered for sale at a tax sale held on March 7,
2023, but no bids were made, so the tract was bid -off to the City of Paris, Trustee, in trust for
itself, Paris Junior College, Lamar County and Paris Independent School District (Deed No.
203352-2023); and
WHEREAS, Texas Property Tax Code Section 34.21 provides the requirements for a
prior owner to redeem a property after it has been sold at a tax sale or bid -off to the taxing units,
including the minimum purchase price; and
WHEREAS, the previous owners have satisfied the requirements of Sec. 34.21 and
tendered full payment of the required purchase price;
NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the City Council of
Paris, Texas, that:
Section 1. The findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. The Mayor is authorized to execute a redemption deed conveying the
following tract(s) of real property back to the previous owner per Texas Property Tax Code Sec.
34.21:
• LCAD #11000 —'EAST PARK ADDITION, BLOCK B, LOT 3 & 4, 10TH NE' to GERRY
COOPER and LOUISE GLOVER for $2,430.00
Section 3. The proceeds of this redemption sale shall be distributed in accordance with
the Texas Property Tax Code and the orders of the District Courts of Lamar County, Texas.

THAT WHEREAS, pursuant to Section 34.21 of the Texas Property Tax Code,
GRANTEE has tendered the required consideration for redeeming the below described property
previously bid-ff to the City of Paris, Trustee, as trustee for itself, Paris Junior College, Lamar
County and Paris ISD by virtue of a deed No. 203352-2023: and
WHEREAS, the City of Paris, acting by and through its City Council has authorized its
Mayor, or other authorized official, to execute the redemption deed conveying it from the Grantor
and Grantee identified below:
GRANTOR: City of Paris as trustee for itself, Lamar County, Paris Junior College and
Paris ISD.
GRANTEE: Gerry Cooper and Louise Glover, 224 W. Rainey Street, Sherman TX 75090
NOW, THEREFORE, in consideration of the premises aforesaid, and of the payment of
the purchase prices listed hereinbelow for each property redeemed, the receipt of which is hereby
acknowledged, GRANTOR hereby Grants, Sells, and Conveys, unto the said Grantee(s) all of the
estate, right, title, and interest acquired by the taxing units interested in the tax foreclosure
judgment in the suit(s) specified hereinbelow against the property herein conveyed, by tax
foreclosure sale by which the property was previously bid -off to the taxing units as specified
hereinbelow, said property being located in Lamar County, and described by the Lamar County
Appraisal District as follows:
• LCAD 411000 —'EAST PARK ADDITION, BLOCK B, LOT 3 & 4, 10TH NE' for
$2,430.00, Cause No. 91418, City of Paris v Frierson
TO HAVE AND TO HOLD the above described premises, together with all and singular
the rights, privileges, and appurtenances thereto in any manner belonging unto the said grantee(s),
so that neither the grantor, nor any other taxing unit interested in said tax foreclosure judgment
shall at any time hereafter have, claim or demand any right or title to the aforesaid premises or
appurtenances, or any part thereof, as fully and absolute as I can convey as provided for in Texas
Property Tax Code.
SUBJECT HOWEVER to the following covenant(s), condition(s) and restriction(s): (1)
rights of the public to any portion of the above described property lying within the boundaries of
dedicated or existing roadways or which may be used for road or street purposes, (2) visible and
apparent easements over or across subject property, (3) rights of parties in possession, and (4) post-
judgment year taxes (if any), the payment of which is assumed by Grantee herein.
CONVEYANCE OF THE PROPERTY HEREIN IS MADE "AS IS" AND
WITHOUT WARRANTY: Grantors make no warranty or representation as to the title,
condition, suitability for any use, property description, property size or dimensions, location
of the property, or whether all interests in the property have been extinguished by the
judgments, orders and sale relating to this property. The conveyance made herein is limited
to a transfer of the Grantors' interest in the property, if any, to the Grantee. No survey of
the property has been conducted by the taxing units prior to sale: some of property
descriptions come from the tax maps of the City of Paris or the Lamar County Appraisal
Districts rather than from recorded plat maps. It is the responsibility of the Grantee(s) to
determine what rights, if any, have been conveyed by the Grantors to the Grantee(s) by this
instrument.
This conveyance is also made expressly subject to any existing right of redemption
remaining to the former owner(s) of the property under the provisions of law and also subject
to any recorded restrictive covenants running with the land, and valid easements of record
as of the date of this sale.
