SUBJECT: Police and Fire Department Seniority Pay
DATE: September 25, 2023
At the September 11, 2023 City Council meeting, the City Council approved the proposed
FY23/24 Budget. The FY23/24 Budget includes pay changes for the Police and Fire Departments,
both in base pay and seniority pay. An additional change made in the FY23/24 Budget is to
transition the seniority pay from biennial increases to annual increases. Under Texas Local
Government Code, Chapter 143, seniority pay shall be set by ordinance.
STATUS OF ISSUE:
To implement the changes to Police and Fire Department Seniority Pay for FY23/24, beginning
October 1, 2023, the following city codes must be amended:
1. Police Department: Section 2.10.034(a) — Seniority Pay
2. Fire Department: Section 6.02.004(a) — Seniority Pay
The new seniority scales are listed in the attached ordinances.
BUDGET:
The FY23/24 Budget has been determined using the attached pay scales.
RECOMMENDATION:
Approve attached ordinances to amend Police and Fire Department Seniority Pay scales.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING SECTION 2.10.034(a), "SENIORITY PAY," OF CHAPTER 2,
"POLICE," OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS
CLAUSE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the employment of police officers in the City of Paris is governed by
Chapter 143 of the Local Government Code which authorizes and governs dealing with Civil
Service employment; and,
WHEREAS, Section 143.041 of the Local Government Code further authorizes the
governing body of a municipality to provide additional compensation to police officers based
on longevity and/or seniority; and
WHEREAS, in implementing the city's 2023-2024 budget, the City Council has
authorized a change in base and seniority pay across all ranks; and
WHEREAS, in implementing the city's 2023-2024 budget, the City Council has
authorized a transition from biennial seniority increases to annual seniority increases; and
WHEREAS, Civil Service law requires that this change be made by ordinance; and
WHEREAS, the City Council hereby formalizes the changes made to police officers
seniority pay in the 2023-2024 budget year;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby
in all things approved.
Section 2. That Section 2.10.034(a), "Seniority Pay,": of Chapter 2, "Police," of the
Code of Ordinances of the City of Paris, Texas, is hereby amended to read as follows:
"Sec. 2.10. 34 Seniority Pa
(a) Members of .the police department below the rank of chief shall be entitled to
receive seniority Day on the basis of years in rank achieved in the City.q_fmParis

Section 3. That all provisions of the ordinances of the City of Paris, Texas in
conflict with the provisions of this ordinance are hereby repealed, and all other provisions
of the ordinances of the City of Paris not in conflict with the provisions of this ordinance
shall remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section S. That it is the intention of the City Council of the City of Paris that this
ordinance and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That this ordinance shall become effective immediately upon passage.
