The HISTORIC PRESERVATION COMMISSION of the City of Paris met for a regular
meeting on Wednesday, September 13, 2023, at the City Council Chambers.

1. The meeting was called to order by the Vice -Chairman, Commission Matt Coyle at 4:04 pm.
2. Citizens forum — Curtis Fendley spoke against the COA for Randy Hider to build a duplex on
Church Street. He noted that when the HPC was formed in 2004, he was Mayor of Paris. A
committee was formed at that time to study the multi -family designation on Church Street
and South Main Street. He expressed concern that the multi -family areas on S. Main have
deteriorated since that time. He applauded Mr. Hider on the work he has done on the single
family houses he has restored and built, but Mr. Fendley said he and his neighbors do not
want multi -family homes. He also noted that Mr. Hider has a history of selling the properties
he restores and builds and there is no assurance he will continue to maintain that property
himself. Mr. Randy Hider came forth and stated that the property was zoned multi -family
when he purchased it. Andrew Mack stated that this area is already zoned multi -family and
that this is an issue for Planning and Zoning Commission and the issue before this
Commission is for planning and design and not zoning, land use and architecture. No one
else came before the Commission.
3. The minutes of the August 9, 2023 meeting minutes were approved with one correction of
the spelling of Commissioner Dougherty's name. Commissioner Dougherty made a motion,
seconded by Commissioner Schumake to approve the minutes. Motion carried. 5 ayes, 0
nays.
4. A. Mr. Maurico Negrete came before the Commission for approval of a Certificate of
Appropriateness on the changes to be made on the exterior of his home at 8341St SW. He
plans to replace the windows using aluminum or fiberglass clad window. He also wants to
take out existing windows on the front and add a double window on either side of the door or
just on the south side of the door. The roof will be black shingles. The door will be
fiberglass. The siding will be the same, just replacing what is rotted. He will use a metal
skirting around the base. A motion was made by Commissioner Holtman, seconded by
Commissioner Dougherty to approve the COA. Motion carried. 5 ayes; 0 nays.
B. Mr. Negrete has also applied for a fagade grant. A motion was made by Commissioner
Holtman, seconded by Commissioner Dougherty. Motion carried. 5 ayes; 0 nays.
C. Mr. Negrete is applying for a Tax Exemption for the Rehabilitation of Historic Property.
A motion was made by Commissioner Holtman, seconded by Commissioner Dougherty.
Motion carried. 5 ayes; 0 nays
5. A. Mr. Randy Hider came before the Commission to see approval of a Certificate of
Appropriateness for a new construction for a duplex at 1032 Church Street. The area is
currently zoned 2-F. He presented the exterior house plan. He plans to live in the duplex.
Although the plan presented is a pier and beam, his house will be on a slab. Commissioner
Holtman expressed concern about placing a duplex in the historic district of Church Street.
She stated that duplexes were not a part of the history of the area. Mr. Hider pointed out that
there is a recently approved apartment complex a block away on S. Main Street.
Commissioner Vandiver asked about steps since it will be on a slab. Mr. Hider said it would
not have the steps shown in the plan. Commissioner Vandiver asked if this could be tabled
since the issues appears to be the zoning which would have to go before P&Z.
Commissioner Coyle said because it is already zoned 2-F, P&Z would not make any changes
unless they were looking at the entire area that is already zoned 2-F. Mr. Mack stated that
this would be an issue for the City Council and not P&Z and would take from 6-9 months to
do a comprehensive land use analysis Commissioner Coyle stated that he believes the issues
is for future land use and not just this one particular project. Commissioner Holtman made a
motion seconded by Commissioner Johnson to table this COA for further discussion and
submit a request to P&Z and/or City Council for an emergency hearing to expedite this.
Motion carried. 5 ayes; 0 nays.
B. Mr. Hider is applying for a fagade grant for this same property. Commission Holtman
made a motion, seconded by Commissioner Vandiver, to table this until a later time. Motion
carried. 5 ayes, 0 nays.
C. Mr. Hider will also apply for a Tax Exemption for the New Construction in the Historic
District. Commissioner Holtman made a motion, seconded by Commissioner Dougherty to
table this until a later time. Motion carried. 5 ayes; 0 nays.
6. Mr. Jason Hodges, representing Coca Cola, came before the Commission to request a
Certificate of Appropriateness HD -10 at 1033 Bonham St- Mural Project -Artist Uprising.
Mr. Hughes presented the plan for the external mural on the west and north side of the Coca
Cola building. The proposal is to either (1) paint the mural on the brick or (2) use a vinyl
- wrap, which would be more temporary but would not harm the brick. Commissioner
Vandiver asked if the mural could possibly look a little more historic. Mr. Hodges stated that
had been discussed, but they wanted to promote more diversity. Commissioner Vandiver
pointed out that the Design Standards do allow for paint in situations such as this one. A
motion was made by Commissioner Dougherty, seconded by Commissioner Vandiver, to
approve the COA using paint. Motion carried. 5 ayes; 0 nays.
7. Coordinators Report (1) a sidewalk grant for 1' Street between Lamar and Clarksville has
been submitted, but no word received as yet. (2) HPO Bedford, Andrew Mack and Becky
Semple will be attending the state Fair on October 4 to promote the 2024 Eclipse and
Farmer's Market. (3) every Thursday night in September there is a jam group performing on
1St SE from 6:00 pm to 8:00 pm. (4) All COAs are online and are being tested to see if they
are user-friendly. (November 16 and December 5 )— Main Street Transforming Strategies
and work plan for downtown. A consultant has been hired to present information. She has
asked HPC Commissioners who are able to attend. They will last about 3 hours. Dinner will
be provided.
8. Future Agenda Items: No future agenda items were recommended.
9. Adjourn: A motion was made by Commissioner Vandiver, seconded by Commissioner
Holtman to adjourn the meeting. Motion carried. 5 ayes; 0 nays. The meeting was adjourned
at 5:16 pm.

meeting on Wednesday, September 20, 2023, at the City Council Chambers.

1. Call meeting to Order — The meeting was called to order by Chairman, Commissioner
Matthews at 4:00 pm.
2. Citizens Forum — No one came forth to speak at the Citizen's Forum
3. The Commission convened into executive session at 4:15 pm.
4. The Commission reconvened into regular session at 4:22 pm
5. Discussion and action on the following applications for the property located at 1032
Church Street, Randy Hider.
a. Certificate of Appropriateness for new construction 1032 Church Street.
Commissioner Matthews asked about the siding. He will use smooth hardy
siding. Commissioner Holtman asked if there were going to be two driveways
down the side, which he will keep. Mr. Hider stated there is a circle drive and
he's not sure yet if he will keep it or not. A motion was made by
Commissioner Coyle, seconded by Commissioner Dougherty to approve the
COA. Motion carried. 5 ayes, 1 nay (Commissioner Holtman).
b. Commissioner Vandiver made a motion to untable items 5a and 5b. Motion
was seconded by Commissioner Dougherty. Motion carried, Ayes 6; Nays 0.
Commissioner Dougherty made a motion, seconded by Commissioner Coyle
to approve the fagade grant. Motion carried. 5 ayes; 1 nay (Commissioner
Holtman).
c. Tax Exemption for the New Construction in the Historic District.
Commissioner Dougherty made a motion, seconded by Commissioner Coyle
to approve the tax exemption. Motion carried. 5 ayes; 1 nay (Commissioner
Holtman).
6. Adjourn; Commissioner Holtman made a motion to adjourn, seconded by Commissioner
Dougherty. Motion carried. 6 ayes; 0 nays. Adjourned at 4:30 pm.
