TO SERVE ON THE BOARD OF THE LAMAR COUNTY APPRAISAL

BACKGROUND: On October 9 2023, City Council adopted Resolution No. 2023-045
nominating Mr. Pat Murphy to serve on the Lamar County Appraisal District Board of Directors.
STATUS OF ISSUE: Subsequently, the City has learned of a statutory provision that renders
Mr. Murphy ineligible to serve in this position due to his professional appraisal work before the
Lamar County Appraisal District in the last three years. It is necessary for the City Council to
nominate another person to serve on the LCAD.
BUDGET: NA.
RECOMMENDATION: Repeal Resolution No. 2023-045 and approve a Resolution nominating
another person to serve on the Lamar County Board of Directors.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
TO REPEAL RESOLUTION 2023-045 NOMINATING PAT MURPHY TO
SERVE ON THE BOARD OF THE LAMAR COUNTY APPRAISAL DISTRICT;
NOMINATING TO SERVE ON THE BOARD OF THE
LAMAR COUNTY APPRAISAL DISTRICT FOR A TERM OF OFFICE OF TWO
YEARS BEGINNING JANUARY 1, 2024; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE
DATE.
WHEREAS, the Texas Property Tax Code allows tax jurisdictions to nominate up to
five people to serve on the Board of the Lamar County Appraisal District Board of Directors
for a term of office of two years beginning January 1, 2024; and
WHEREAS, on October 9, 2023, the City Council adopted Resolution No. 2023-045
nominating Mr. Pat Murphy to serve on said Board of Directors; and
WHEREAS, the city has learned of a statutory provision that renders Mr. Murphy
ineligible to serve in this position due to his professional appraisal work before LCAD in the
last three years; and
WHEREAS, the City of Paris, Texas desires to nominate another person or persons to
said Board; and
WHEREAS, said tax unit recognizes to importance of cost-effective operations of the
Appraisal District.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. That Resolution No. 2023-045 is hereby in all things repealed.
Section 3. That the City Council of the City of Paris, Texas hereby nominates the
following person or persons for a position on the Board of Directors of the Lamar County
Appraisal District.
