The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
October 9, 2023, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.

Opening Agenda
1. Call meeting to order.
Mayor Hughes called the meeting to order at 5:30 p.m.
2. Invocation.
Finance Director Gene Anderson gave the invocation.
3. United States Pledge of Allegiance & Texas Pledge of Allegiance.
Mayor Pro -Tem Pankaj led the United States Pledge of Allegiance and the Texas Pledge
of Allegiance.
4. Citizens' Forum.
Sue Hayes — she said she was representing a large group of 800 people in Paris who
belonged to a pickle ball group. She asked that Council consider building eight pickle ball courts
at the sports complex at the Civic Center.

Consent A Benda
Mayor Hughes inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was
made by Mayor Pro -Tem Pankaj and seconded by Council Member Savage. Motion carried, 6
ayes — 0 nays.
5. Approve minutes from the meetings of September 12 and 25, 2023.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Public Library Advisory Board (1-19-2023; 2-15-2023; 3-15-2023; 5-17-
2023; 6-21-2023; and 7-19-2023)
b. Love Civic Center (7-13-2023)
c. Paris Visitors & Convention Council (8-21-2023)
d. Planning & Zoning Commission (9-7-2023 & 9-13-2023)
e. Board of Adjustment (9-5-2023)
7. Approve a lease agreement with Paris Jr. College for Dragon Park.

8. Discuss and act on RESOLUTION NO. 2023-045: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, NOMINATING A PERSON OR
PERSONS TO SERVE ON THE BOARD OF THE LAMAR COUNTY APPRAISAL
DISTRICT FOR A TERM OF OFFICE OF TWO YEARS BEGINNING JANUARY 1,
2024; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND DECLARING AN EFFECTIVE DATE.
Prior to discussing this item, Mayor Hughes caked for a Motion to remove this item from
the table. A Motion to remove this item from the table was made by Council Member Pilgrim
and seconded by Council Member Savage. Motion carried, 6 ayes — 0 nays.
City Clerk Janice Ellis said at the City Council meeting of September 25a', it was a
consensus of City Council that Mayor Pro -Tem Pankaj and Council Member Pilgrim bring back
a recommendation for a nomination to the Lamar County Appraisal District Board. Ms. Ellis
reported they had provided the name of Pat Murphy.
A Motion to nominate Pat Murphy to serve on the Board of the Lamar County Appraisal
District was made by Council Member Pilgrim and seconded by Council Member Kessel.
Motion carried, 6 ayes — 0 nays.
9. Discuss and act on cancellation of the second meetings in November and December.

Ms. Ellis said it was the time of the year where City Council normally cancels the second
meetings in November and December due to holiday schedules and the additional meetings
during budget cycle.
A Motion to cancel the second meetings in November and December was made by
Council Member Savage and seconded by Council Member Moore. Motion carried, 6 ayes — 0
nays.
10. Receive a presentation to update the City Council regarding the status of the
improvements to Culbertson Park to install a pickle ball court.
Public Works Director Michael Smith said in May of 2023, staff was given direction to
move forward with obtaining information on converting one tennis court at Culbertson Park into
four pickle ball courts. He said they received two bids, and an agreement with Dobbs Tennis
Courts was signed on September 21, 2023 in the amount of $17,116.00. He also said this
included resurfacing of one tennis court and striping of four pickle ball courts.
Council Member Savage inquired when the work would start and how long it would take.
Mr. Smith said they planned to start at the end of the week or the beginning of next week. He
also said staff was informed it would take Dobbs three days from start to finish.
11. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
Mayor Hughes reminded everyone of the second West Paris Town Hall meeting on
Tuesday, at 6:00 p.m. at Travis High School of Choice, and there was also a third West Paris
Town Hall meeting on Thursday, at 6:00 p.m. at Givens Early Childhood Center.
Council Member Savage asked that they place on a future agenda the request for pickle
ball courts at Love Civic Center. City Manager Grayson Path said he had already texted staff to
contact Ms. Hayes about setting up a meeting; however, should Council desire an item be placed
on an agenda they would do so. Council Member Savage said he would like to be included in
those meetings.
12. Adjournment.
There being no further business, a Motion to adjourn was made by Mayor Pro -Tem
Pankaj and seconded by Council Member Savage. Mayor Hughes adjourned the meeting at 5:42
p.m.
