10/23/2023 Minutesr MINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS OCTOBER 23, 2023 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, October 23, 2023, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris, TX 75460. Present: Board Members: Kim Walker Reeves Hayter Richard Thompson Mike Folmar Brandon Kearney Ken Kohls City Representatives: Robert Talley — Code Enforcement Stephanie Harris — City Attorney; arrived @ 3:39 Absent: Board Members: Chris Fitzgerald 1. Call meeting to order. Reeves Hayter, Chairman, called the meeting to order at 3:00 p.m. 2. Approve minutes from the meeting of September 18, 2023. Motion made by Mike Folmar, seconded by Kim Walker, to approve minutes. Motion carried unanimously. 6-0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX: C. 1545 S Main; Texas and Pacific Block 14, Lot 10 Owner: Ernest Council, c/o Bobby Hollins, 1029 3rd St SE, Paris TX 75460 Robert Talley stated owner present. Did not realize was still residing in the house. Asked this property be removed from the agenda. E. 1633 E Sherman; City Block 112-A, Lot E PT of 20 Owner: Joyce Freeman, c/o William Freeman, 286 Creekwood Dr., Sunnyvale TX 75182 Robert Talley stated property burned end of September 2023. Total loss. Owner's son (Corey Freeman) is present. No salvaging; total burn -out. About 90% of roof missing. Motion made by Kim Walker, seconded by Richard Thompson, to follow staff recommendation. Motion carried unanimously. 6-0 F. 2221 & 2219 E Polk; City Block 254, Lot PT of 8 Owner: Joyce Freeman, c/o William Freeman, 286 Creekwood Dr., Sunnyvale TX 75182 Robert Talley stated this is a duplex. Owner's son (Corey Freeman) is present. Asking for repair orders and rubbish orders. Property is mowed. Main concern is roof beginning to sag and multiple penetrations in the roof. Siding needs replacing in several places. Needs foundation work; leaning to the West. Unsecure; broken windows. Trash, rubbish, metal, appliances, tires, buckets in yard and on porch. Owner has presented photos showing most of back yard has been cleaned up. Robert Talley's recommendation: Declare a nuisance, remove junk and rubbish within 30 days, or city has right to do so. Repair within 60 days or will return to BSC. Corey Freeman: 655 S Main in Paris TX - Have a team cleaning up yard. Have repaired fence. Have plans to begin roof repairs and foundation repairs. Permits have not yet been pulled. Motion made by Richard Thompson, seconded by Reeves Hayter, to follow staff recommendation. Motion carried unanimously. 6-0 A. 25 W Neagle; Subdivision of Block 170-B, Block B, Lot 18 Owner: Troy & Juanita Gordon, 7529 FM 1498, Paris TX 75462 Robert Talley stated asking for repair and secure orders. Does not meet threshold for demo. Appears to be structurally sound. Beginning to have some foundation issues. Inside has been torn up from people going into house. No contact from owner regarding BSC meeting. Did contact us regarding yard, and have mowed lawn. Has missing wood/siding. Tree lying on the roof. Metal roof; did not see any penetration. Ceiling is buckled inside, but no sign of water damage. Robert Talley's recommendation: Declare a nuisance, repair within 60 days, or back to BSC. Secure within 14 days, or city has the right to do so. Motion made by Mike Folmar, seconded by Richard Thompson, to follow staff recommendation. Leaning severely to one side. No contact with property owner. Robert Talley's recommendation: Declare a nuisance, demo of shed within 30 days, or city has right to do so. Motion made by Richard Thompson, seconded by Reeves Hayter, to follow staff recommendation. Motion carried unanimously. 6-0 D. 1523 11t" St NE; East Park Block D, Lot 10 Owner: Homer Mason, Jr., c/o Misty Mason, 1819 Gravley Dr., Carrollton TX 75006 Robert Talley stated Jacie Sparks, Community Development Secretary, spoke with owner's daughter, Misty Mason. Called to say she doesn't live here; last time she saw house, it was in bad condition. Wants nothing to do with the house; agrees it needs to be demoed. Junk and rubbish in back. Tree growing into side of house. Main problem is a section of house so rotted out it has caused the floor to collapse. This has caused water collection inside the house. Pier and beam house, but house is on the ground. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion carried unanimously. 6-0 G. 737 Cedar; Gibbons Park Block 3, W V222 & 22A Owner: Ruth Bosarge Stephens, 1031 Old Bynum Rd A, Hillsboro TX 76645 Robert Talley stated structure remaining on property appears to have been an add-on to main house. Owners demoed main part of house, but left this section. No contact with owner. Completely falling in on itself. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Reeves Hayter, seconded by Richard Thompson, to follow staff recommendation. Robert Talley encouraged members to attend at least one of these meetings. Mike Folmar at last meeting recommended citizens in attendance identify properties to bring before BSC. 5. Adjournment. There being no further business, a motion to adjourn was made by Board Member Richard Thomspon, and seconded by Board Member Brandon Kearney. Motion carried, 6 ayes — 0 nays.
