SUBJECT: SUBDIVISION ORDINANCE AMENDMENT FOR PRELIMINARY AND
FINAL PLATTING
DATE: December 11, 2023
BACKGROUND:
Texas HB 3699 pertains to municipal regulation of subdivisions, specifically requirements for
approval of subdivision plans and/or plats. The enactment of this bill requires revision to the City's
subdivision ordinance. Staff brought the first portion of revisions to City Council on November
13, 2023, and received approval of the amendments. A second portion of amendments are required
for compliance with HB 3699.
STATUS OF ISSUE:
A public hearing is required to consider revision of the City of Paris Subdivision Ordinance. The
City Attorney and Engineering Department are working on a comprehensive update for revision
of the Preliminary and Final Platting sections of the Subdivision Ordinance - Section 9A.
Additional time is needed for review and obtain recommendations on Preliminary and Final
Platting language. For due diligence, staff requests an extension of the public hearing for
comments until the February 12, 2024 City Council meeting.
BUDGET:
No budget impact.
RECOMMENDATION:
Open the public hearing for amendment of the City of Paris Subdivision Ordinance and
keep the public hearing open until the February 12, 2024 City Council meeting.
